The articles are, "Environmental laws flow from Europe's 'federal' agency", 21 July 1978 E.C.N. and the "EEC council adopts much-altered VCM harmonization directive", 7 July 1978 E.C.N. The first article indicates that no effective Toxic Substance Law has been passed in Europe. The.U. S. Substance Toxic Law was passed in 1976. - ---------------- Article Two shows the VCM standards, when compared to the , is as follows: Europe OSHA: 3ppm 7ppra Yearly Average Exposure TWA 8 hrs. It appears from these two articles that European Regulations are not as stringent as the U.S., and furthermore, that their regula tions are still in the state of development, while our's are promulgated and are being implemented and enforced.
