"B" 1 Tank Battery, located from Highway 167 South, thence Calhoun County Road 27, off Oil Field Road at 33.450494, -92.485694; at 1255 on 4/2/24 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Owen Drilling Company, Inc. / International Paper Co. "B" 1 Tank Battery, which contains one (1) oil-water separator, one (1) storage tank, one (1) temporary storage tanks, and one (1) crude oil production well. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil-water separator, pipes and valves, storage tanks, and the production well located at the facility; see Appendix 1 (Photograph Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed a transfer pipe from secondary containment with no catch bucket, see Photo No. 3. I observed loose oil around the production well onsite, Photo No. 4 and No. 5. I observed the drainpipe for secondary containment without a shutoff valve, cap, or sump pump installed for the drainpipe; I noted sheen on the ground outside secondary containment, see Photo No. 6 and No. 7. I observed a low area in the secondary containment (firewall) berm, see Photo No. 8. For the storage tank, I observed an active leak from a valve; see Photo No. 9 and No. 10. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Owen Drilling Company, Inc. being present during the inspection. Areas of concern at the time of the inspection include the transfer pipe through secondary containment with no catch bucket, loose oil around the production well, the drainpipe for secondary containment with no shutoff valve or cap, a low area in the firewall berm, and an active leak from a valve for the storage tank. 2 Section IV - FOLLOW UP Owen Drilling Company, Inc. / IPC #B-1 Tank Battery (ARU002240 / CWA) Inspection Date 04/02/2024 Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
