Yu, Borden Chemicals & Plastics I. OPENING OF MEETING. SELF-INTRODUCTIONS AND APPROVAL OF MINUTES The meeting was opened with a round of self-introductions. A motion to approve the minutes of the September 20, 1994 meeting was accepted. Ron McCreedy advised the group of the need to submit budget items for the next fiscal year. IX.FINANCIAL REPORT Bob Burnett reported current spending through November was $18,300 out of a budget of $195,000. Bob indicated, however, that this did not include commitments for the ASME studies and the resin characterization studies. III. INCINERATION PROJECTS A. UMEA Dick Magee advised that his comments were accepted and incorporated into the final draft project report. Bob Burnett will advise the Committee of discussions with John Svalander on future work at UMEA. SPI-U146 2 B. ASME/RIGO AWMA accepted a manuscript on the ASME "An Evaluation of the Cost of Incinerating Waste Containing PVC". The Committee agreed to sponsor a presentation of the paper by Dave Randall (MRI) at the upcoming AWMA meeting in San Antonio in June. Regarding the ASME/Rigo study, Don Goodman provided a report on project cost overruns due to scope changes and the expedited project schedule. The Committee approved an increase of $25,000 to the Rigo contract and a budget for an additional $10,000 for costs to prepare peer review responses in 1995 and $50,000 in 1996 for related projects. The Committee requested that a task group of Goodman, Magee, and Borrelli review these cost increases with Rigo, ASME, and other co-sponsors. C. Incineration Retrofit/Drv Injection This project has not received EPA funding but will be budgeted for in 1995/1996 budget for VI co-sponsorship. D. Dioxin Formation Task Group There was no progress to report on this project. E. Princeton Report "An Estimation of Dioxin Emissions in the United States" Dick Magee advised that several groups have provided comments to Valerie Thomas on this report, including, Ogden Martin and CCC. Magee will follow-up with the ASME Research Committee response. Ron McCreedy indicated that Dow has also provided comments. It was recommended that Valerie Thomas be included in the peer review of the ASME/Rigo report. F. EPA Regulatory Activity Bob Burnett updated the Committee on the Advanced Notice of Proposed Rulemaking on industrial and commercial waste incinerators and pending performance standards for Hospital Waste Incinerators (HWI). Dick Magee will advise the Committee on ASME activities. A task group of Magee, Goodman, and Borrelli will review the proposed HWI regulations expected to be released February 1 and prepare comments for EPA submittal. It was suggested that a faceto-face with EPA would be appropriate. IV. PLASTICIZER/ADDITIVE TASK GROUP SPI-11147 3 A. Plasticizer Frank Borrelli reported on the January 11 meeting of the task group with the CMA Phthalate Ester Panel and the Panel's January 17 meeting. Following some discussion, it was decided that the task group should reconvene by conference call to discuss what additional steps can be taken to respond to "endocrine disruptor" allegations. (Note: Following the meeting it was learned that during their January 18 priorities meeting, the Phthalate Ester Panel established Endocrine Issues their highest top priority) B. Stabilizer White Paper The Committee discussed the paper provided by Dr. Fisch on the toxicological properties of organotin compounds that was presented by Dr. K. Figge at the Eighth World Meeting of the ORTEP Association. Larry Brecker reviewed with the group the difference between tin stabilizers and the triorganotin compounds that are used as biocidal agents. Brecker will provide a draft of an ORTEP triform for development of a two-pager on PVC tin stabilizers. V. PVC/EDC/VCM TASK GROUP Ron McCreedy provided the results of the recent pipe resin characterization program and the proposed schedule for characterization of other emission streams. Ron discussed the necessary QA program prior to further resin testing. Frank Borrelli advised that this information was used in the dioxin reassessment comments submitted on January 13. Don Goodman provided the results of diffusion estimates completed by A1 Berens for PVC pipe with various levels of dioxin, bis phenol A, and nonyl phenol contamination. The results show that low levels of contaminates in PVC substrates would not easily diffuse. Mssrs. Krause, McCreedy, and Goodman presented the results of this study to NSF during a January 16 meeting. As a follow-up, NSF and Al Berens will separately prepare articles for publication in The Journal of Environmental Science and Technology on the use of modeling for regulatory compliance and the results of this study. Ron McCreedy agreed to provide a cost estimate to complete and publish an accompanying risk assessment document. SPI-11148 4 VI. REPORT ON SPI FOOD* DRUG., AND COSMETIC PACKAGING COMMITTEE It was agreed to fund a membership in the self-funded SPI subcommittee investigating FDA concerns with compounds identified to be estrogen mimics. Don Goodman will continue to represent the VI. VII. PROCESSORS CLEAN AIR PERMITTING - NEED FOR EMI88ION FACTORS The Committee was advised of a December SPI letter alerting processors to their Clean Air Requirements. Don Goodman completed a survey of aggressive state permitting programs. Frank Borrelli was requested to review with Martin White progress in surveying impacted processors. The Chemical Film & Fabrics Association was also identified for follow up. The Committee agreed that a more aggressive program was needed and expanded Committee member involvement. VIII. INDOOR AIR POLLUTION UPDATE Dr. Yu presented an update on the legislative and regulatory status of the indoor air issues (see attached report). Don Goodman indicated a concern that although there is not expected to be legislation on indoor air pollution, that there are proposed guidelines for government buildings that could become problematic if embraced by architects. Dr. Yu will continue to monitor the issue through the Total Indoor Environmental Quality Coalition (TIEQC) and Chemical Film and Fabric Association. Bob Burnett will advise Dr. Yu of activities of the AIA Indoor Air Committee. The Committee discussed a Risk Communication International proposal for establishing an Environmental Sensitivities Research Institute (ESRI) to investigate concepts of low level chemical exposure. Dr. Yu agreed to review and recommend action by the Committee. Frank Borrelli advised the group of recent British media reports on linking antimony compounds with sudden infant death syndrome (SIDS). Although these claims were considered unfounded by the American Academy of Pediatrics and the SIDS Alliance, the issue is expected to receive new media attention. IX.FIRE 8CIENCE UPDATE A. Compendium - Frank Borrelli will coordinate with Roy Gottesman to complete the compendium by May. B. The Report on "A Technical Evaluation of Fire Related Characteristics of Vinyl Based and Non Halogenated Cable Materials" was issued to VI member companies. SPI-11149 5 C. Bud Hall provided a summary of fire science activities (report attached). Fire activities are expected to continue at current level in 1995. Bud Hall and Fred Krause will review Canadian standards monitoring with Canadian 5PE. X.NEW BUSINESS A. ISO Standards Coordination Clive Copsey (Geon) will chair a standing task group for ISO TC 61 standard development. Bob Burnett will review the status of recycle content in product standards with Uni-Bell and VSI. B. other Ron McCreedy advised the Committee of EDF allegations of EDC/VCM industry fraudulent CERCLA 313 reporting practices. XI. NEXT MEETING/ADJOURNMENT The Committee reviewed the action register from the last meeting. The next meeting will be held during the Annual Meeting in Naples, Florida on May 2, 1995. Senate Bill S. 656: The Mitchell bill, passed on October 29, 1993, requires the EPA to: (1) research the causes and sources of indoor air contamination and search for ways for their reduction, (2) issue health advisories based on peer reviewed scientific data on individual contaminants, including benzene, formaldehyde, lead, methylene chloride, carbon monoxide, nitrogen oxides, asbestos, PAH, and radon. B. House Bill H. R. 291 9: The companion bill, introduced by Joseph Kennedy of Massachusetts, was approved by the House Energy and Commerce Committee on August 9, 1994 and passed the full House on October 3. Due to insufficient time to convene a conference on the two bills, Representative Henry Waxman of the Health and Environment Subcommittee, amended S. 656, replacing it with the text of H. R. 2919. Subsequently, the Senate adjourned without SPI-11151 taking up the conference bill, essentially killing it. It will now be up to Congressmen Kennedy and Waxman when and how to take it up again in the 104th Congress. II. Regulatory Agency Activities. A. OSHA : The proposed Indoor Air Quality Standard hearing is now in progress. Due to the longer than expected cross-examination of the OSHA panel in the beginning of the hearing and the long list of organizations signed up to testify, OSHA likely will take six months to a year to assess the impact of the proposed rule and may make necessary revisions. Various industrial associations insist on sound science and practical management as the basis for any public decisions on the indoor air quality issues. It appears that no new regulations will be promulgated soon. B. EPA : The Indoor Air Source Characterization Program (IASCP) under EPA management is seeking a solution to meet the demand for information about emissions from all products used indoors and their health effects. The current scene is rather chaotic as there are no standards for indoor VOC's, for testing methods and protocols and what constitutes "low emission". IASCP aims to bring manufacturers, regulators and consumers together to develop ways to reduce health risks. EPA has warned that such mitigating actions may be voluntary or regulatory. SPI-11152 Ml. Industrial Activities Many industries, such as coating, textile, carpet, furnishing, etc., are conducting research to determine TVOC from their products, their decay rate and how to reduce the emissions. Such references can be increasingly found in various on-line literature databases. Arthur J. Toxicity - NIST without CO correction passed ASTM society vote and will be standardized soon. NIST with CO correction received a number of negatives. Marcelo H. chairs the ASTM task group working on this desired project. No progress on resurrecting U-Pitt test in ASTM. NIST with CO correction has met some opposition from Jim Norris (UCC) on the NFPA toxicity task group. A vote of 5>4 allowed passage but final committee recommendation will be made at the spring meeting. IEC-89 WG 7 efforts to correlate data from various tube furnaces appears to have been delayed. B. Corrosion - 1EC-89 approved a guidance document which references existing test methods; DIN, CNET, Two Acid Gas, D 5485 and work in progress, E 5.21.70. Four negatives against E 5.21.70 in ASTM were recommended as non-persuasive to be confirmed by subcommittee letter ballot. There has been no movement on further development of the large scale UL LC test method - perhaps lack of funding and interest. C. Fire Hazard and Risk Assessment - ASTM E 1546 Guidance for Fire Hazard Assessment has been released for publication by ASTM. Bob S. has initiated work on Fire Risk Assessment as a stand alone standard or part of E 1546. IEC-89 has approved a complete revision of the fire hazard assessment of electrotechnical products. The new standard incorporates current concepts and technology. D. National Electrical Code - Anti-PVC efforts by competitive polymer products have met with little success. Some firefights are continuing on the conduit side, PVC vs metal. E. Canadian Standards Association - Rewriting standard 239. Opportunity to enter new ideas.
