No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Jerry Langley Oil Co., LLC / Meekins Lease Tank Battery, which contains an oil-water separator and three storage tanks. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil-water separator, pipes and valves, and storage tanks located at the facility; see Appendix 1 (Photographs Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed a transfer pipe through secondary containment with loose oil around the area and no catch bucket below the pipe, see Photo No. 3. Looking N-NE inside the front of secondary containment, I observed loose oil on the ground and an active leak around a tank; see Photo No. 4 through Photo No. 6. I observed pipes without support leading to and from the tanks inside secondary containment, see Photo No. 7 and No. 8. For tanks identified as Tank 2298 and Tank 2299, I observed gaps at the bottom of each of the tanks; see Photo No. 9 through Photo No. 12. Looking S-SE outside the back of the secondary containment, I observed two secondary containment drainpipes that did not have caps; see Photo No. 13 and No. 14. There was no leakage from either of the drainpipes during the inspection. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Jerry Langley Oil Co., LLC being present during the inspection. Areas of concern at the time of the inspection include the loose oil around the transfer pipe, no catchment for the transfer pipe, loose oil inside secondary containment, pipes to and from 2 Jerry Langley Oil Co., LLC / Meekins Lease Tank Battery (ARU002228 / CWA) Inspection Date 03/13/2024 tanks without support, gaps at the bottoms of Tank 2298 and Tank 2299, and no caps on secondary containment drainpipe valves.
