April 28, 1972 Dr. Otis Fancher 624 N. Abrego Drive Orssn Valley, Arizona 85614 Dear Otlsi I am ashamed that I have keen:, eo slow i n revlevl#g the aanuaorlpta and sending you our consents. I guess gap's sending me the ohronlo rat and dominant lethal and chicken study on the 18th of April finally stlxfed on to move. Plrst of all, X agree we should hold up the publi cation of the chicken work until the current study la completed. The only other coanent X have of substance Is that I wish we could work in several paragraphs reviewing the Treon work on vapors published in 1956 (see en closed xerox oopy of reprint). A logloal place for a review of those data would be at the top of the 3rd page of your review paper, before your paragraph at the top which begins with During suoeeedlng years little Info was reported oonoeanlng the toxlcblpgy of 11 McLaughlin etal, 1963, etc." Most of the review articles on the PCB's have failed to Indicate awareness of the Treon work. I believe this is because the Rlsebroughs, Peakalls, etc., eto. the environmentalists -- have not encountered the Amerloan industrial Hygiene Association Quarterly in the review of the literature nor is it likely that they ever heard of the AXHA. In any case, X think the woric Is worthy of review even though it was inhalation data particularly since Drinker's earlier work In '37 la frequently mentioned and this again conoemed Inhalation. In the last paragraph of this same review paper you 707815 Dr. Otte Fancher April 28, 1972 Page - 2 - refer to the "permissable ambient concentration of PCB'b " as suggested by Drinker in 1939. Actually the ACOIH established the Threshold Limit Values based on Treon's work rather than the earlier Drinker work. I believe we may have arrived at our high dietary level of 100 ppm in the studies done at Bio-Test based on the Treon work rather than Drinker's. Qeorge Levlnsksas is reviewing each of the papers to see if you, Kep and I have missed typo's and he may well suggest some grammatical changes which we will enter on our copy and send xerox's to you and Kep. I hope to get copies of all of the studies in the hands of Bill Papageorge, Scott Tucker and the lawyers next week. I do not anticipate a lot of changes frost them and hope that the attorneys agree that we can go ahead with publication. Best personal regards. Sincerely, EPW/bks cc: M. L. Keplinger Elmer P.
