The following information was obtained verbally from Veronica Wiese, Samuel Ojelade, Brian Kelly, and Andrew Jarrick unless otherwise noted.
Process Description: Diageo North America, Inc. ("Diageo") manufactures ready to drink spirits, malt beverages, and cocktails. Raw materials consist largely of flavorings and high proof spirits that are received by truck and by rail. Spirits are diluted in batch tanks, mixed with flavorings, and filtered when necessary. Sometimes carbon dioxide is added for carbonation. Each recipe is brought to final proof in bottling tanks and then undergoes a quality assurance check before the approved mixture is pumped to one of ten bottling lines. The final product is bottled, sealed, palletized, shrink wrapped, and then departs for a distribution center by truck.
Staff Interview: The facility employs 550 employees and operates 24/7 in 4 shifts. The facility has 49 outdoor tanks that hold volumes between 30,000 gallons to 250 gallons. Liquid is pumped from outdoor tanks via transfer lines to indoor tanks. Six of the bulk tanks were added in the last several years. Indoors 8 batch tanks feed 27 bottling tanks. The building is equipped with a ventilation system and LEL monitors. There are no air pollution controls at the facility. All tanks are vented externally. No spirits are aged on premises.
During the interview staff was uncertain which refrigerants were used on site, as the environmental manager, Jonathan Snider, was away on leave at the time of EPA's visit. Staff stated they thought they may use ammonia and nitrogen and mentioned there is a glycol chiller station located near the

filtration system. In a follow up email after EPA's inspection Jonathan Snider stated "Our refrigerant systems are closed loops so there are no emissions or throughputs unless a leak occurs. We have not had this situation since 2023." He also provided SDSs for Halocarbon 22 (Chlorodifluoromethane) and Halocarbon 134a (1,1,1,2-Tetrafluoroethane).
TOUR INFORMATION
EPA Toured the Facility: Yes
Data Collected and Observations: At the time of EPA's inspection some of the bottling lines were down due to mechanical issues. EPA toured the material storage and bottling areas inside of the facility and then toured the outdoor tanks. A Forward Looking Infrared (FLIR) camera was used to visualize emissions from the outdoor tanks and one video was recorded, as listed in appendix A.
EPA did not tour the south building, located at 1420 Coil Plus Drive. Staff stated that part of the facility does not produce any spirits and the main process undertaken in that building is beer canning.
