J.McCarville - Washington Office 1920 Attached is a six-page summary published September 21, 1982, as a result of several meetings between industry, trade associations and environmental groups. These concepts were under discussion and many of them proposed before the recent, new PCB Rule #1 dealing with totally enclosed electrical equipment issued on August 25. Our initial goal had been to have discussion along these lines in which industry and environmental groups had reached a consensus as to the general categories and PCB levels and then discuss them with the Agency before any of the three new PCB rules had issued. Since the electrical rule issued before the group had a chance to meet together with the EPA and influence their rulemaking. Section D on page 3 and following -- dealing with electrical equipment -- should now be removed from consideration. Pages 1 and 2 -- dealing with incidental PCB's and PCB spill clean-up -- are very pertinent to the proposed Rule #3 which the Agency is starting to work on.
