Siegel additional comments on OSHA's Hazard Communication Standard by January 17. o S. Siegel will prepare an analysis of various state and local rightto-know laws, contrasting the different requirements, o The Right-to-Know Task Group will prepare comments on OSHA's voluntary Material Safety Data Sheets (MSDS) for the Health and Safety Committee's review and approval. o Committee members will identify member company safety experts as candi dates for the Safety Programs Task Group, and will transmit those names to H. Eschenbach before February 20. o The Hazard Assessment Task Group and the Public Compensation Task Group will meet to discuss issues raised in the OTA report, "Reproductive Hazard in the Workplace", and will participate in the discussion of the topic at the Centers for Disease Control's Environmental Health Confer ence in February. o G. Rodenhausen will summarize the major points of the Goal 4 meeting and recommended action for the committee to consider. R. Schumacher will send members copy of NJ's "post-Bhopal" law and G. Cox's testimony before the New York Legislature. o Members will provide T. O'Leary exposure assessment models used by their companies o Members will contact F.PA if they wish to attend the February 12-13 seminar on evaluating exposure of new chemicals. o CAER Task Group will speak to EPA about its Acute Hazards List of 402 substances. o Members will contact R. Condray or R. Schumacher about committee nominees for the class of 1989. o S. Gaines will send the committee a copy of Senator Durenburger's Biosafety Act (S.1467). o Committee members will notify R. Schumacher of any special areas of interest in the committee's annual report. ****** 1. The chairman, B. The committee approved the minutes of the December 18, 1985, meeting without change. 3. May 7-9 Committee Planning Meeting The committee discussed the Williamsburg, VA planning meeting and agreed that the six goal managers will lead the presentations on the progress toward achieving the goals. Goal managers should consider meeting with the respec tive task group chairmen prior to the May meeting. 4. Outside Service Budget The committee reviewed its final FY 86/87 outside services budget request of the Finance Committee. Sponsors were asked to work with task groups to identify project needs that could be funded in this year's fiscal budget, and which likely will not be funded next fiscal year. 5. OSHA Hazard Communication Standard/State Right-to-Know Laws Members of the committee discussed CMA comments on issues remanded to OSHA by the U.S. Court of Appeals for the Third Circuit. Members will send S. Siegel any additional comments by January 17. The Right-to-Know Task Group will prepare comments on OSHA's voluntary material safety data sheet. In addi tion, S. Siegel will prepare an analysis of the various state and local right-to-know laws, contrasting the different requirements. 6 . Committee Safety Experts Committee members discussed the need to strengthen representation of safety experts on the committee and Safety Programs Task Group. Members will contact H. Eschenbach to identify candidates with safety expertise before the February 20 task group meeting. 7. Chemical Regulatory Information Task Group (CRITG) Name Change The Committee agreed to change the CRITG's name to the Information Management Task Group. 8. OTA Report, "Reproductive Hazard In the Workplace" Members reviewed the major findings of the OTA Report. The Hazard Assessment Task Group will meet with the Public Compensation Task Group to discuss legal issues raised in the report. The task group will also participate in the discussion of the topic at the February Centers for Disease Control Environ mental Health Conference in Denver. 9. California Assembly Bill 990 The committee approved the comments on the Bill, which will be sent to the California Chemical Industry Council. Population Attributable Risk Workshop The committee agreed to suspend its rules of procedure to consider a recom mendation to fund the workshop. Members approved $10,000 in outside services funds for the workshop. 11. Committee Organizational Changes The committee concurred with the following organizational changes: Mark Tuhoey, chairman of the Safety Programs Task Group; David Sigman, chairman of the Public Compensation Task Group, and; sunsetting the Communication and Education Task Group. 12. EPA Acute Hazardous Events Database Critique The committee agreed to suspend its rules of procedure to consider the critique. The members agreed to write to and meet with EPA on the Safety Programs Task Group's critique and recommendations to create a better data base. 13. Status of Goal 4 G. Rodenhausen reported on the status of Goal 4: develop and implement a comprehensive program integrating plant safety with community awareness and emergencv response. G. Rodenhausen will summarize the major points of the Goal 4 meeting and recommended actions for the committee to consider. R. Schumacher will send members a copy of NJ's "post-Bhopal" law and G. Cox's testimony before the New York Legislature. 14. Committee Report to the Board of Directors Committee members will brief their respective Board members on the commit tee's annual report, and notify R. Schumacher of any special areas of in terest . 15. Task Group Reports The following action items came out of the discussion during the task group reports: members will provide T.
