We will meet in Conference Room A (Room 1112) 11th floor Crystal Mall Building No. 2 Crystal City 1921 Jefferson Davis Highway (Route #1) Arlington, Virginia We will start promptly at 9:00 a.m. and we will adjourn not later than 4:00 p.m. The telephone number of Conference Room A is (703) 5570881. As you are aware. Crystal City is a short cab ride from Washington National Airport. Your travel orders, transportation requests, and appropriate forms for requesting reimbursement of travel expenses and payment of compensation for service on the Committee will follow shortly. Agenda The principal purpose of the meeting will be (1) to consult you regarding the determination and documentation of adverse effects on the public health and welfare of Vinyl Chloride as an atmospheric pollutant, and (2) to continue and conclude the Committee's deliberations regarding air quality criteria for Airborne Lead. The Agenda will also include brief reports or informational items on matters of current interest. Vinyl Chloride A draft report on Vinyl and Polyvinyl Chloride, prepared by a Task Force of staff members of this Center and other EPA personnel, will be sent to you for your advance review shortly. RSV 0017179 2- - As you are aware, EPA recently announced plans to establish an air pollution emission standard for vinyl chloride. A copy of the EPA release on this announcement, dated September 16, 1974, is enclosed for your information. This standard will be developed by the Office of Air Quality Planning and Standards and the report which will be the subject of our consultation will serve as a direct input into the preferred standards path analysis of the Office of Air Quality Planning and Standards. Development of "an air standard for VC" is one of several recom mendations of an earlier EPA report titled, "Preliminary Assessment of the Environmental Problems Associated with Vinyl Chloride and Polyvinyl Chloride", dated September 1974, prepared by an EPA Task Force headed by Mr* Glenn E. Schweitzer, Director of the EPA Office of Toxic Substances. Copies of that report will also be sent to you, for your information, in the next few days. On October 1, 1974, the U, S. Department of Labor announced a new occupational safety and health standard dealing with the exposure of employees to vinyl chloride. The new standard sets an exposure limit of 1 ppm averaged over any 8 hour period, and a ceiling of 5 ppm averaged over any period not exceeding 15 minutes. The basis for and evolution of this exposure limit is briefly outlined in the introductory portion of the enclosed regulations titled. Standard of Exposure to Vinyl Chloride, Occupational Safety and Health Administration, Department of Labor, as published in the October 4, 1974 issue of the Federal Register (39FR35890). Airborne Lead The plan is, at our forthcoming meeting, to continue and conclude the Committee's deliberations regarding air quality criteria for Airborne Lead. As you are aware, this matter came up at the June meeting in connection with the consultation on Airborne Lead from Stationary Sources and it has been referred to also at the March and September meetings of the Committee. At the September meeting, Dr. Steigerwald indicated that his office will prepare a brief paper, for the information of the Committee, setting forth the reasons why air quality standards for airborne lead are not considered appropriate or advisable at this time.
