In April of 1988, I had the pleasure of leading a similar delegation to the People's Republic of China. The opportunity to observe and share ideas and technical know-how with professionals in China proved to be an extremely rewarding experience for all who were involved in the exchange. The excellent professional and cultural programs provided by our Chinese hosts gave us a deeper understanding and appreciation of our cultural similarities and differences and we developed a broad range of useful pro fessional and personal contacts, both overseas and within the delegation. Our delegation will visit major engineering institutes, construction bureaus, civil engineering universities, building materials manufacturers and construction sites in both countries. We will discuss topics of mutual concern with our colleagues abroad. Some of the subjects that they have asked us to be pre pared to discuss are: 1. Lightweight metal framing 2. Snow loading at temperatures below -650 C 3. Labor management 4. Reducing amount of steel in construction 5. Energy-saving design and construction 6. Pre-fabrication of building components 7. Tent-shaped wooden structures 8. Plastic piping and jointing (for water and sewage) 9. New, lightweight state-of-the-art building materials currently being used in the United States 10. Possibilities for joint ventures in the manufacture of building materials We have the opportunity to select from the above and to also consider adding additional subjects to be discussed. Once the delegation is formed and the interests and expertise of the individual delegates are known, we will be able to identify additional topics that may be more directly related to your par ticular expertise. It proved to be a very successful agenda format. This project will enable us to get to know our colleagues abroad, to observe their techniques and to discover which of their problems are similar to and which are different from ours. In addition to organized meetings and technical discussion sessions, we will have opportunities to talk informally with our colleagues in each city and to observe firsthand their methods of construction and the state of their building materials technology. A copy of the proposed schedule of activities is enclosed. We will also have the opportunity to view the fascinating culture of each country. Spouses are also invited and are welcome to attend the social functions as well as some of the professional meetings. A separate cultural program will be arranged for accompanying spouses who do not wish to attend the professional meeetings. Our delegation will convene in New York City on April 9 and will return April 26, 1990. Following a briefing in New York on April 9, we will visit Moscow, Tbilisi and Odessa in the Soviet Union; and Prague, Czechoslovakia. Since People to People is a voluntary citizen effort, delegates are respon sible for their own expenses. The estimated expense per delegate or spouse is U.S. $4650 (departing from and returning to New York); this includes all meetings and activities, transportation, accom modations, most meals and substantially all other costs. For U.S. citizens the project is designed to comply with Section 162 of the tax code for deduction as a business expense, or as an educational expense to maintain or improve one's professional or business skills. To comply with the substantiation requirements of Code Section 274, a journal will be main tained and, following the conclusion of the project, it will be published and supplied to each delegate.
