Confirming our conversation, the Lead Industries Association will ask us for a contribution for 1970 of approximately $33, 000. This is $14,000 more than 1969. This increased contribution is indicated to be in the interests of an increased budget item for the Health and Safety Public Relations program of $123,000 for the year. The items to be covered
by this fund are:

This increase is brought about by the fact that in 1970 we as manufacturers will be assessed 4/ton of lead used for their general funds and 5/ton of lead used for the Health and Safety program. This compares with 5<?/ton for general funds only in 1969.
I believe this program is a sound and necessary one for 1970 and I recommend
that we offer to pay the association $25,000, with strong reservations about
going beyond $20,000 in 1971.
