We provisionally approve the use of the subject column. Repairs to the piping documented in my letters of May 2, and May 13. 1991 must be done before use. The column must be fully stripped of insulation and inspected, painted, and reinsulated by December 31, 1993. The column is used to purify isopentane for the LP-I reaction area. It has seen intermittent use for the last several years. When in operations, it is in sweating service. The column needs to be painted per PCM-213. Mandatory standard PCM-500 requires carbon steel under insulation be painted per PCM-213. The column currently has asbestos insulation. This will need to be removed per HS&EA standards. Reinsulate per insulation specification 2A. The partial inspection done last November addressed only those areas that experience show us to be the most likely to be corroding. The Corrosion and Materials group can not be sure of what is going on under the insulation in other areas of the column. The only way to be sure that there are no problems is to fully strip and repaint the column. The Corrosion and Materials group feels that there is a high probability of severe corrosion of the column in the future because of corrosion under insulation. This is the second time the unit has gotten an extension to use the column. The unit needs to determine if it wants to use this column in the future. If the unit decides that they will be using the column after December 31, 1993, then it needs to correct the column deficiencies by that time. We recognize that there will be an expense involved in bringing the column up to current standards. We also hope that you recognize that the cost of an unexpected failure would be much larger.
