Wulfert Attached please find the report on the anlaysis of the Jaxsan samples that were sent to McCrone Associates, Inc. There are several points which should be noted. 1. The samples contain between 7 - 15% asbestos (of the chrysotile type). This is higher than the concentration that the supplier indicated was present. This information will be communicated to the manufacturer. 2, It states in the cover letter that all five samples appeared to be well bonded, and if undisturbed and undamaged, probably pose little threat of fiber release. This is consistent with information previously given to the insulators. To document the degree or occurance of fiber release, the IH group will monitor the insulators during removal of this material. This will be done when non-asbestos material is involved to provide documentation of what, if any is attributable to release from the Jaxsan. 3. This material should be handled with Extremes care, during cutting for removal or other operations which could possibly damage or destroy the integrity of the bonding agent. If the aforementioned monitoring indicates that the material does not pose a hazard, then handling procedures will be re-evaluated. In addition, IH monitoring will be performed in the future (during such operations) to confirm the data obtained from the initial monitoring. . The samples were analyzed using polarized light microscopy/dispersion staining (PLM/DS) per your authorization. Results of the analyses are enclosed. Estimated percentages of the various constituents are by volume. Regarding our conversation of 3 March 1986, I have also enclosed a copy of EPA publication 560/5-85-024, entitled "Guidance for Controlling Asbestos-Containing Materials in Buildings". On page C-l, you will find the definition of "friable asbestos" which EPA employs. Of the five samples, sample Z-7786 probably comes closest to meeting the criteria outlined in the EPA definition for friable asbestos-containing material (ACM). All five samples appeared to be well bonded and, if undisturbed and undamaged, probably pose little threat of fiber release.
