Enclosed is a draft statement prepared by the Michigan State Plumbing Board regarding the permeability of materials used in potable water supply systems. Although this is a draft statement, its approval is all but assured, according to Mike Kovatch, Regional Engineer, Water Supply Division.
Whether the permeability issue will continue to proliferate to other states remains to be seen. As indicated in reference (1), Staff will continue to monitor the permeability issue through its state regulatory monitoring network.

Michael Kovach and James Cummings reported on the EPA Seminar for plumbing materials and drinking water quality held in Cincinnati, Ohio, on May 15, 16, and 17, 1984. A review was made of the usage of materials within the potable water supply systems. Jack Lancaster, representative of the Plastic Pipe and Fitting Association, addressed the Board re garding the permeation of plastic pipe installed In adverse ground conditions. Mr. Lancaster submitted a draft of suggested language he felt could be applied to all materials used within the water supply system. Following a thorough review of the information presented, A
DUAL PURPOSE-SPACE HEATING AND POTABLE WATER SYSTEMS
Paul Lybeer and Harry Boyle, representatives of the City of Detroit, presented to the Board, their concerns relating to the use of dual purpose-space heating and potable water systems. These concerns addressed the quality and safety of the potable water resulting from this dual system. Mr. Lybeer and Mr. Boyle submitted an interpretation of Section P-1505.7 of the 1981 BOCA Plumbing Code that was made by a BOCA staff member. The Board took exception to the interpretation, and A MOTION was made by Board Member Kovach and supported by Board Member Schroeder to send a letter to BOCA, stating that the Michigan State Plumbing Board does not concur with the interpretation given for Section P-1505.7.

PROPOSED RULES GOVERNING THE ISSUANCE OF LICENSES
- A review was made of the Public Hearing transcripts for the Proposed Rules Governing the Issuance of Licenses. It was noted that all testimony at the Public Hearings was favorable for the adoption of the proposed rules. A MOTION was made by Board Member Lehner and supported by Board Member Luxon to approve the rules, and to proceed with the rule pro mulgation process.
