You w ill recall that the Safety C om m ittee of the Coun cil m et in N ovem ber and agreed on view s that would be subm it ted to the D epartm ent of L abor on R evised H ealth and Safety Standards for F ed eral Supply C ontracts under the W alsh-H ealey Public C ontracts Act. The statem ent of the Council subsequently m ade available to the B ureau of Labor Standards dealt principally with occupational noise exposure lim itations proposed to the B ureau; radiation expo sure; exposure to harm ful gases; vapor fum es; dusts and m ists; m aterials handling; safety guards on m achines; com pressed gases and several o f the consensus standards incorporated by reference such as those on welding, traffic, safety, etc. The day before the Johnson A dm inistration left office Labor S ecretary W illard W irtz approved revised W alsh-H ealey Safety and H ealth Standards which m ade a num ber of changes in the previous draft and included some new m aterial. The full text of the D epartm ent of Labor p ress release with a p rint of the revised regulations as published in the FEDERAL REGISTER is attached. We understand the consensus of the Safety C om m ittee to be that a le tte r objecting to certain of the new m a teria l in- ' corporated in this revision should be filed with new ly appointed P LA IN TIFF'S E EXHIBIT | SBCA 5028 j - 2- Labor S ecretary G eorge Shultz before the effective date of the revised regulations, F eb ru ary 17, 1969. Such a le tte r has been drafted for review and com m ent by the m em bers of the C ouncil's Safety C om m ittee, and w ill goto the S ecretary in due course. - As a m atter of inform ation there is also attached copies of letters from the NAM and MAPI to S ecretary Shultz asking -that the regulations not becom e effective on F eb ru ary 17.
