Ruptured Loading Line To The Old Dock 1.0 Objective: 1.1 To provide a guide to the procedure that should be followed in the event of such an emergency. To handle this event in an environmentally sound manner without injury to personnel or damage to equipment. 2.0 Responsibility: 2.1 It is the responsibility of the operations supervisor and the senior operations specialist to ensure that this procedure is understood in the event of such an emergency. 2.2 It is the responsibility of the senior operations specialist and the operations specialist to ensure that this procedure is executed in a safe and efficient manner. 3.0 Special Notation: 3.1 Emergency procedures are written with the intention of having in black and white what procedure should be followed under ideal circumstances. They do not take the place of common sense. If there is a fire we have a fire department to handle it. Don't tackle something that could injure you because you don't have the experience or training to handle it. Small fires in trash cans or some insulation fires can be handl d by most of us. Don't wind up making the problem worst by getting hurt or rushing in and doing the wrong thing. Trip air operated valves at pig traps (block limits). 5.2 Call plant security on extension 333 and inform them of spill giving them the following information: 5.2.1 Type of chemical spilled. 5.2.2 Hazards (flammable, toxic, etc.) 5.2.3 Location of spill. 5.2.4 Whether or not to dilute spill. 5.3 Announce in block that we have a spill on loading line and where located. 5.4 Have someone manually block in pig trap to the line that is ruptured.(Turn heat tracing off if that line is the ethanolamines line) 5.5 Call the old dock and have them manually block in their valves. 5.6 Call tank truck inspection (on days Monday to Friday) and order a vacuum truck on an emergency priority, (on weekends and nights call security) 6.0 Revisions: ision No. 1 06-30-92 ision No. 2 ision No. 3 07-15-93 12-22-94 Section 1111.1.1 was changed to reflect environmental concerns.
