The TC can, and should, recommend to the Oversight Committee for or against the payment and make any comments it sees fit to support that recommendation. Accordingly, I support the TC forwarding this to the Oversight Committee with a positive recommendation and with an explanation of the UC requirement that encumbered funds be held unavailable for general use, which apparently lies at the core of this request. Reply requested by Fri 9/10: UCHSC requests grant disbursement by Oct 1st Importance: High Stuart & BHRC Technical (Budget) Committee - University of Colorado has requested a grant disbursement of $874,030.00 by October 1st (see Ann Louden's attached email). This will be the third grant disbursement in 2004, ahead of the twice-per-year payment schedule in UCHSC's grant and budget. This request is not completely unexpected, given the increased rate of spending and shortened timeline noted in the mid-year progress report and in recent discussions with Richard Irons. The request also meets the "less than 5% of disbursed funds remaining" requirement in the grant; the -$650K remaining funds currently in the bank at University of Colorado are fully encumbered by subcontracts, salaries and purchase contracts through December 2004 and not available for spending. ACTION (requested by Fri 9/10): please confirm Budget Committee approval for API to make this off-schedule disbursement to UCHSC. Anticipated expenses for the months of September and October are over $600,000. This will put the funds remaining in the account at less than 5% of the total monies disbursed from API. Based on this information, I am requesting a disbursement of the next check for $874,030 by October 1,2004. Per university regulations, we will also need a letter signed by API, extending authority for us to use these funds for the current project year (January 1, 2004 through December 31, 2004) inclusive of direct and indirect costs.
