However, in my opinion, the key question for NAVSEA at the briefing is whether the newer, smaller carbon chain (C6) AFFF formulations will meet the MIL-SPEC performance requirements. According to our research, these new formulations present less risk (i.e., are more environmentally safe) than the older formulations that contain PFOA/PFOS. Given the motivation for the briefing, I would not mention our cost/benefit study of phasing out the legacy formulations. New formulations have been approved by EPA. As we discussed, removal would a substantial and costly effort. (The EU already requires this). On the flip side, it would begin to reduce PFOA/PFOS releases from fire fighting foam and related substantial cleanup costs. The cost/benefit study will need the involvement of the Cleanup Committee, Service supply officials, OSD-L&MR, and DLA. Please confirm by email if you, as the principal for the ECSG, endorse the initiation of this study.
