Bill: First of all, great to hear from you again. If you ever get over to the Mark Center, let's grab lunch.
The Congressional briefing looks fine to me. However, in my opinion, the key question for NAVSEA at the briefing is whether the newer, smaller carbon chain (C6) AFFF formulations will meet the MIL-SPEC performance requirements. According to our research, these new formulations present less risk (i.e., are more environmentally safe) than the older formulations that contain PFOA/PFOS.
Given the motivation for the briefing, I would not mention our cost/benefit study of phasing out the legacy formulations. It may trigger a report request and is not directly relevant to the constituent concern about changing the specification.

Per our discussion, below is the DON approval/support to have OSD undertake a study to analyze the cost/benefit of removing PFOA/PFOS Aqueous Film Forming Foam (AFFF) formulations from DoD stocks and supply systems.
