Harrington Wilcox Toole ------- On Thursday, November 14, the following individuals met at 2:30 in Room 225 to discuss the training requirements imposed by the new Federal Standard on Vinyl Chloride exposure: Ned Harrington Bill Wilcox Bob Toole Don Husat Jerry Unroe Dow Scott t 1 1. Further consensus was that an instructor was desirable even though this could result 'tw^'evening and night sessions due to the continu ous shift operations at some locations. 3. There will be a visual presentation prepared by Jerry Unroe and printed material-pjrepared^by Don Husat. 4. Sufficient (4,000) copies of the federal Standard will be supplied by- Ned Harrington for Don Husat. These will be needed by December 4. Kj 7/ 5. Johnson on the medical hazard -asjgfiiJt' of, the/training requirement. 6, Group consensus on the nature of operations hazard was on the following points: A. Bob Toole and Bill Wilcox stated that OSHA has not yet approved any respiratory devices for use in a Vinyl Chloride atmosphere. They further stated that it was highly unlikely that approval would be granted in time to have respirators by January 1, 1975. Bob Toole explained that the Scott Air-Pak is the only device in regular BFG use that is likely to be approved. With this information, the group concurred that the visual presentation would have to be general in nature and that specific instruction on respiratory devices would have to be done at the local plants by plant per sonnel . 8. Jerry Unroe and Don Husat will gather the basic information on the fire and toxicity hazard. Local emergency procedures will be used in the printed material and will be supplied by the plant OSHA coordinators, through the arrangement of Bob Toole to Don Husat by December 2. 9. Jerry Unroe and Don Hus.at will gather the information on Medical Surveillence and monitoring from Bob Toole and Bill Wilcox. Much of this in formation was collected at this meeting and was amplified at the OSHA coor dinators meeting on Tuesday, November 19. 10. The BFG program regarding the composition and actions needs a title. Bill Wilcox should supply one by November 22. Steve Miller, Chris Phillippe, Don Husat, and Jerry Unroe will be present for the 4:00 session of the Chemical Plant Managers meeting on November 21 at the Independence Headquarters building.
