New York Baton Rouge
Detroit
May 19, 1953
File* 30.2010 50 160.28
Enclosed is copy of each of the following letters*
Dr, Edwin w, Shand to f. A, Boyd, May 6, 1953 T. A. Boyd to Dr. Edwin W, Shand, May li*, 1953 T, A. Boyd to Earl Bartholomew, May lli, 1953 Earl Bartholomew to Dr, Edwin W. Shand, May 19, 1953 Earl Bartholomew to I. A. Boyd, May 19, 1953
Dr, Shand, who apparently is with the Koppers Company, proposes recovery of the lead and bromine exhausted from automotive vehicles. It is apparent from a reading of his letter to Mr. Boyd that he is familiar with the report of the Presidents Materials Policy Com mission.
Offhand it seems that speculation of this type is so fantastic as not to warrant comment. On the other hand, one never knows when such analyses and proposals will be publicized. Inasmuch as a portion of Dr. Shand*s calculations is in error by a factor of ten, and since Mr. Boyd has indicated that a copy of Dr, Shand*s letter has been sent to the Ethyl Corporation, it has seemed desirable to make the comments contained in our letter of May 19.
