Richard J. R. Savage During our recent visits to General Electric and Uestinghouse, Randy Graham and I spent some time in discussing scrap disposal. We made the point that containment would be necessary regardless of which Aroclor was used, and that each location would have to be intimately involved regarding their own scrap. We stated the following policy: 1. Because it was a universal problem, Monsanto would take the lead in investigating the feasibility of incineration and recovery. 2. Long-term, these were the only two alternatives, since sending material to a landfill is not going to be available forever. 3. The cost of collection and disposal of scrap material must be borne by the customer. This is not a matter which we can control, nor should we be financially responsible for it. Our approach will be to work with n them on a nnn-nrnfi t~ hasis. If material is recoverable, we would hope 1 to install facilities for recovery and charge them only the net cost of this recovery. If incineration were required by Monsanto, we would ' charge them the cost of incineration. I also indicated that the most feasible approach may well be for them to have a small incinerator at their own site. I also indicated that obviously the best odds for recovery were in those cases where material could be collected which was as clean as possible. I told them that we wanted to work with them in specifics to help them evolve the least costly method of disposal. In this respect, I told them about you, your present position, your background, and your potential as their savior. I feel it would be most beneficial if, during the next one or two months, you could visit the three major locations of Westinghouse and the three major locations of General Electric to learn the facts of their individual situations and to begin evolving any suggestions you can as to collection and disposal.
