Condray, chairman, convened the meeting at 8:30 a.m. Minutes of the August 20 committee meeting were approved with the following changes: J. Dougherty (Celanese Corporation) attended part time; item 3, excessibility should read accessibility; item 4, the 36th Chemical Industry Conference will be held in Chicago, Illinois. 2, Safety Programs Review The Safety Programs Task Group reviewed with the committee its program activities. The committee suggested that the task group consider distributing the Site Emergency Response Planning document more broadly, both to CMA members and outside our membership, including the EPA offices responsible for implementing the new Superfund Title III authority. The task group briefed the committee on the status of a possible OSHA Process Safety Standard. The task group prepared an outline that was sent to Organization Resources Counselors (ORC), which is developing the standard. The committee ask the task group to consider an advocacy strategy for the standard. The task group decided to stop preparing safety practices documents in their present form. It will monitor CMA members' needs and assess whether to write any others. The task group briefed the committee on the documents It is preparing to for CMA members to implement the Air Toxics Policy. It will look at the utility cf the materials to plant people implementing CMA's Policy. The task group briefed the committee on the CHA/BLS/OSHA seminars on recordkeeping of workplace injuries and illnesses, and indicated that it will consider how to promote the guidelines within other industries. The committee and task group discussed the issue of drug abuse in the workplace and the committee expressed support of task group proposal for a roundtable forum in which CMA members (including personnel, legal and management staff) can exchange ideas. 3, ANSI Labeling The committee endorsed the Labeling Task Group's approach on labeling target organs, and agreed to review the final language before forwarding it to OSHA. The committee asked the task group to evaluate the labeling categories with specific chemicals and report to the committee with examples of materials at the next meeting in October. The committee will have a final review at the HSC Meeting Minutes September 17, 1986 Page 3 November meeting and present the final language to the Executive Committee in January 1987. 4. IARC Observer The IARC Work Group asked the committee to approve the nomination of Dale Matheson (Stauffer) to be the CMA Observer at the December IARC meeting. The committee approved the nomination and outside services funds up to $3,000 to cover his expenses. 5. CMA/NRDC Consent Order The committee was informed that there will be a meeting November 6 with EPA's J. Moore and the Natural Resources Defense Council (NRDC) to discuss the consent order procedure on Section 4 Testing. NRDC supports CMA's concerns about the lack of dialogue in testing negotiations. 6. Biotechnology Comments The Biotechnology Task Group handed out a revised edition of comments to EPA on the regulation of biotechnology under TSCA and asked the committee to approve them. The committee approved the edited version of the comments, which will be sent to EPA. 7. Letter to EPA on TSCA Section 5 Programs The Notification and Reporting Task Group asked the committee to approve a draft letter and memo to EPA regarding the Premanufacture Notification (PMN) Program under TSCA Section 5. The committee recommended that the task group redraft the memo and request a meeting with C. Elkins regarding Section 5. 8. Conservation Foundation/TSCA CBI C. Umland briefed the committee on the Conservation Foundation's (CF) advocacy on granting states access to confidential business information submitted under TSCA. CF's recommendation has been sent to Congress and EPA. 9. Goal 3 I. Rosenthal briefed the committee on the Goal 3 Workplan. The Steering Task Group will review it and prepare comments by the November meeting. 10. CAER M. Marshall distributed a letter from the American Red Cross, officially endorsing the CAER Program, to the committee and asked that each member distribute the information through their companies. Solyst to discuss the National Governors' Association (NGA) proposal to form a task group for assessing emergency preparedness at state and local government levels. The committee was briefed on future projects for the CAER program and the expenditure of outside services and research funds. The committee delegated to the Steering Task Group review and approval of outside services funds at its next task group meeting. 11. Budget Information detailing the budget for outside services funds was passed out to the committee. R. Condray asked that task group sponsors review the line items for which funds have not yet been committed and discuss with their task group chairmen the importance and need for each project. Task group sponsors should contact R. Schumacher about their projects before the next Steering Task Group meeting. 12. TSCA Section 5 Penalty Policy B. Brothers passed out a memo to the committee summarizing a joint project with CMA and SOCMA on TSCA's Section 5 Penalty Policy. The committee was asked to review the proposed memo and comment to G.
