Compensation for occupational disease and accidental injury _ similar basically and logically, but their causes and effects are so dissimilar that they re
quire almost entirely different treatment. Accidents oecur et e specific ooaent
in point of time, but this is not true of most occupational diseases, and it
makes difficult the fixing of liability. Another problem is in the tons of

make the coverage indefinite and impossible to keep within the bound# original
ly intended. No new legislation of this type has been enacted within the past
throe years. The trend has been towards specific schedules of compensable dis
eases, which limit the liability of the employer, reduce litigation, and make
the administration much simpler. A brief description is given of the "graduat
ed" method of compensation of silicosis coses which hove accrued in the pest,

Tbs testa of respiratory efficiency used were: (1) vital capacity of the lungs;
(2) ventilation equivalent for oxygen (vol# of air breathed per 100 cc. oxygen
absorbed); (3) volume of dead space; and (4) exercise tolerance tests. Seven nc
whose pulmonary lesions had been diagnosed as silicosis or asbeatosis, oil shew
ed well-defined functional impairment on the basis of one or mors of the above
tests. Eleven arc welders were examined and five of tho amber, having signs :f
early pneumoconiosis, gave, on the whole, poorer performances than the othor six.
It Is concluded that tosts of respiratory efficiency should help to distinguish
betiwen early fibrosis and the deposition of dust in the lungs without marked
fibrous tissue reaction.
