- National Response Team to publish guidance documents for preparation and implementation of emergency plans.

- The Governor of each state must establish an Emergency Response Commission or be responsible as Governor.

Each facility subject to the requirements of this Act must notify the Commission of this fact. This is required if the facility has a hazardous substance(s) equal to or greater than the regulatory threshold level (10,000 lbs. or listed as an "extremely hazardous substance" by EPA on Nov. 17, 1987).
Jul. 17, 1987 - The Commission is to have established Emergency Planning Districts for the state.
Auq. 17, 1987
- The Commission is to appoint members to the Local Emergency Planning Committee for each of the Districts within the state. The Committee is to contain at a minimum representatives from each of the following groups or organizations: elected state and local officials; law enforcement, civil defense, firefighting, first aid, health, local environmental, hospital, and transportation personnel; broadcast and print media, community groups; and owners operators of facilities subject to the requirements of this Act.

- Each facility subject to the requirements of this Act must notify the Local Emergency Planning Committee of a facility representative who will participate in the emergency planning process as a facility emergency coordinator.

- Each facility required to notify the Commission (May 17, 1987) of being subject the requirements of the Act must submit MSDS's for all hazardous substances at or above threshold levels (listing the hazardous substances in the defined manner may be substituted for submitting MSDS's).

- Preparation and submission of a Tier I inventory form for each regulated hazardous substance (this form will be submitted annually on this date). This is to be submitted to the Committee, Commission and Fire Department with jurisdiction over the facility.
Upon request by the Commission or Committee a more detailed inventory form (Tier II) must be prepared and submitted for identified hazardous substances

- A report of Toxic Chemical Release must be prepared for any regulated hazardous substance that may have been released in the previous year.
Oct. 17, 1988
- Each Local Emergency Planning Committee to complete its Emergency Plan and submit it to the State Emergency Response Commission for review.
It should be noted that any individual can request of the local planning committee on the basis of "general need to know" any information on any hazardous substance that may be present at a facility. If the Committe requests that this information be provided, the Act requires that it be done. Regulatory protection of trade secrets or other proprietary information is yet to be proposed.
