MINUTES OF THE SAFETY AND HOUSEKEEPING ACTION COMMITTEE March 15, 1977 Present: Harold Lacy Gene Stacy Clyde Hebert Guests: Mike Ward (part-time) Bill Riddick (part-time) Charlie Freeburgh (part-time) Charles Scott I. RELIEF VALVE STUDY -- Ward Mike Ward presented a suggested procedure covering new valves and existing valves in a format showing the flow of events required for an effective control system. He also included a list of current problem areas and recommendations. SHAC asked Mike to incorporate a system for handling relief valves specified on CED projects to complete his study and will develop a plan for incorporating those recommenda tions which are to be implemented. This will require significant efforts from Manufacturing, Maintenance, and Engineering Services to insure completeness and accuracy of records. SHAC forwarded this information to PMSB for comment on 3/16. II. RAILROAD CROSSING STUDY - - Riddick, Freeburgh The task force presented the following recommendations: 1. Discuss safety problems with Texas City Terminal Railroad and seek their help where applicable. - Done. 2. Establish railroad safety awareness through plant news and safety meetings. Information about rail crossing safety will be subject of a Plant News feature in an upcoming issue. 3. Discontinue use of lights in plant that will conflict with railroad warning lights. - To be handled by affected departments. (Does not apply to trackmobile lights since they are used in conjunction with railroads). 4. Improve plant lighting near railroad. 5. Improve warning lights at railroad crossings by using standard red railroad flashing system at every intersection. 13613 LAM014832 SHAC Minutes - 3/15/77 i Page 2. Riddick will submit EWOs for the last two recommendations, both of which will require significant capital expenditure (> $50M each) The task force and SHAC both want to emphasize the importance of individual alertness at crossings and near tracks regardless of the degree of warning system installed. m. OTHER ITEMS a. Overhead Work Procedure - SHAC members accepted procedure submitted by Jim Gatewood. b. Office Safety Committee - Current members volunteered to serve until June and this offer was accepted. Current committee will organize a program to be presented in the second quarter. c. EPP - No significant change in status since last meeting. Proposal from Motorola for communications system is being awaited following first review with them on February 23. d. Central Shop Audit - Proceeding on preparational phase of audit with current emphasis on documenting shop work practices and safety procedures, utilizing craft safety representatives extensively. The committee welcomed Charles Scott who will serve on the new SHAC along with Bob Stuart (Chairman), Ray Burkett, Bill Riddick, and Jack Carlisle. SC 13614 LAM014833
