Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Salvation Army 16 Felton Place Cartersville, Georgia 30120 Inspection Date: May 18, 2022 Facility Programmatic ID 3601430857 LAT: 34.1950 LON: -84.7933 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Tony Spann (Lead) Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on May 18, 2022, at the Salvation Army located at 16 Felton Place in Cartersville, Georgia 30120 (the facility). The unannounced inspection was conducted by Tony Spann and Pamela Storm of EPA Region 4. Old South Excavating obtained demolition permit # 21110007 for the demolition activity at the facility from Bartow County on November 1, 2021. The inspectors obtained information regarding this permit from Bartow County on May 18, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 C.F.R. Part 61, Subpart M, for the demolition activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is a Salvation Army store in which the demolition activity was performed. Inspection Ms. Barbara Gidders, the representative of the facility at the time of this inspection, explained to the inspectors that she was unaware of what demolition activities were performed at the facility. She provided the contact information for Major Michelle Pearson and Major Grady Pearson, the owners of the facility. The demolition activity at the facility had been completed at the time of this inspection. No evidence of ongoing renovation or demolition activities were observed by the inspectors.
