i SEMIANNUAL REPORT SEPTEMBER 1, 1979 THRU FEBRUARY 29, 1980 CONOCO CHEMICALS COMPANY PVC PLANT ABERDEEN, MISSISSIPPI 61,70 (c) (1) No emissions from the control device (incinerator) exceeded 10 ppm vinyl chloride averaged over any hour period (commencing on the hour) during this reporting period. Emission requirements of S 61.64 (a) (2), (b), (c), (d) and 61.65 (b) (1) (ii), (b) (5), (b) (6) (ii), (b) (9) (ii) are met by collecting, containing, and incinerating vents from these areas prior to their release to the atmosphere. The exhaust gas from the incinerator is measured continuously with a Honeywell multi point gas chromotograph. The exhaust gas from the incinerator is also sampled periodically (grab sample) and analyzed for vinyl chloride using Test Method 106. Results from these samples are given in Table I. 61.70 (c) (2) (i) The emission level prescribed in 61.64 (e) is attained by a stripping operation. The plant produces only one type of resin, that by the suspension process. The vinyl chloride content found in all samples required iri 61.70 (c) (2) (i), averaged over each calendar day and ^weighted according to the quantity of each grade of resin processed by the strippers that calendar day is given in the Table II. 61.70(c) (3) Compliance with i 61.64 (a) (2) is attained by using standard oper ating procedures to strip the resin to less than 400 ppm vinyl chloride and to purge vinyl chloride from the reactor vapor space to meet the reactor opening loss requirement as described in Section VI of the Compliance Manual submitted to your office August 14, 1978. 0000*0*2# TABLE I INCINERATOR STACK SAMPLES SEMIANNUAL REPORT SEPTEMBER 1, 1979 THRU FEBRUARY 29, 1980 CONOCO CHEMICALS COMPANY PVC PLANT ABERDEEN, MISSISSIPPI DATE OF SAMPLE 9/4/79 9/12/79 9/17/79 11/16/79 11/21/79 12/7/79 12/14/79 12/21/79 12/28/79 1/10/80 1/16/80 1/23/80 1/31/80 2/4/80 2/12/80 2/19/80 2/26/80 TEST METHOD 106 PPM VCM BY VOLUME 2.1 <0.1 <0.1 <0.1 9.7 <0.1 0.9 7.6 0.5 <0.1 <0.1 <0.1 <0.1 2.6 1.0 7.3 2.4 sal i TABLE II STRIPPED SLURRY RESIDUALS SEMIANNUAL REPORT SEPTEMBER 1, 1979 THRU FEBRUARY 29, 1980 CONOCO CHEMICALS COMPANY PVC PLANT ABERDEEN, MISSISSIPPI WEIGHTED AVERAGE RESIDUAL VINYL CHLORIDE CONCENTRATION IN STRIPPED SLURRY PPM VCM, DRY BASIS MONTH da; SEPTEMBER OCTOBER NOVEMBER DECEMBER JANUARY FEBRUARY i 269 203 185 541 112 217 2 215 210 667 165 154 226 3 460 201 363 373 413 236 4 167 176 229 132 134 415 5 172 207 326 76 444 234 6 157 240 479 214 172 227 7 245 237 314 156 252 231 8 147 234 145 130 299 317 9 335 138 131 198 214 358 10 178 218 193 235 205 299 11 161 165 189 206 451 362 12 172 232 336 194 358 180 13 217 249 639 102 329 256 14 256 266 369 174 325 226 15 390 372 228 160 298 225 16 274 271 439 155 238 308 17 275 361 277 144 339 418 18 301 225 184 189 193 402 19 305 242 158 133 269 372 20 427 278 183 182 182 333 21 249 247 207 261 204 272 22 267 271 162 135 359 291 23 243 226 182 95 241 360 24 195 208 116 138 230 242 25 181 248 190 152 280 487 26 203 195 236 108 288 139 27 302 155 226 195 319 300 28 234 179 152 158 327 270 29 454 271 296 156 270 302 30 189 211 179 154 227 31 216 155 301 vO,( 0*QO3
