(PAP428233) Pretreatment Industrial User Inspection Report I. INTRODUCTION On May 1, 2024, a representative from EPA Region 3's contractor, Eastern Research Group, and representatives from EPA Region 3 (hereinafter, the Inspection Team) conducted an industrial user pretreatment inspection at Corco Industries, Inc. (hereinafter, Facility or Corco) in Corry, Pennsylvania. The purpose of the inspection was to evaluate compliance with the requirements of the Federal Pretreatment Regulations at 40 Code of Federal Regulations (CFR) Part 403. The inspection also evaluated compliance with Industrial User Requirements (PAP428223; included in Appendix A) issued by EPA Region 3 in November 2007. The inspection consisted of conversations with Facility personnel and an inspection of the Facility's process area, wastewater generating processes, and chemical storage area. The Facility is located at 155 Industrial Road, Corry, PA. The Facility is a powder coating job shop. The Facility employs 5 staff. According to the Facility representatives, the Facility removed the manufacturing and fabricating components on March 17, 2023. There were no other recent physical or process changes to the Facility at the time of the inspection, and none were planned. Hours of operation are Tuesday-Thursday, 6:00 AM - 4:30 PM in the summer and Monday-Friday 8:00 AM - 4:30 PM during winter months. The Facility does not generate process wastewater and submits zero discharge certification statements to EPA Region 3 once every six months. Photographs taken during the inspection are included in Appendix B (Photograph Log) and referenced in Section II below. II. INSPECTION PROCESS Inspection Opening Conference The Inspection Team arrived at the Facility at approximately 1:00 PM (EDT) for the inspection. Mr. Chuck Durham of Eastern Research Group and Ms. Allison Gieda and Ms. Erin Desandro of EPA Region 3 displayed their Clean Water Act inspector credentials to Facility representatives upon entry and explained the primary purpose of the inspection was to evaluate the Facility's compliance relevant to industrial user discharge requirements and Federal Pretreatment Regulations at 40 CFR Part 403.. The Inspection Team explained that any information that the Facility deemed to be confidential business information (CBI) should be identified during the inspection and it would be handled as CBI according to EPA's CBI procedures. (PAP428233) Pretreatment Industrial User Inspection Report The Facility representatives stated that the Facility does not generate hazardous waste. Excess powder paint from the powder coating process is reused to the extent possible. The remainder is collected and disposed of in the municipal trash. Facility Inspection As part of the inspection, the Inspection Team visually observed and photographed Facility conditions in the presence of the Facility representatives (refer to Appendix B, Photographs 1 through 3). The Facility consists of a single building. The Facility puts parts into bins which are then placed in the four-stage wash system. The four-stage wash system consists of one wash with iron phosphate followed by three water rinses (refer to Appendix B, Photographs 1-2). After the four-stage wash system, parts are placed in a dry-off oven before entering a manual paint booth for powder coating. After powder coating, parts are oven dried. Dried parts are packaged for shipping. The Inspection Team observed one floor drain in the Facility near the oven area. The Inspection Team observed that the floor drain had been filled with concrete (refer to Appendix B, Photograph 3). Records Review The Inspection Team reviewed records pertaining to pretreatment requirements. All of the records requested were available for review at the Facility. The following records were reviewed onsite: Discharge monitoring requirements issued by EPA Region 3 and Zero-discharge certification statements for 2022 and 2023. Summary of Observations The following section summarizes the Inspection Team's observations relative to the Facility's pretreatment requirements. There were no observations from the walk-through that were identified by the inspection team. Closing Conference After the Facility inspection, the Inspection Team met with the Facility representatives for a closing conference. The Inspection Team explained that additional observations may be contained in this inspection report that were not identified at the time of the closing conference, as a result of reviewing inspection notes and documents provided on-site. The Inspection Team did not identify or request additional documentation for review. The inspection concluded at approximately 2:05 PM (EDT).
