We met with from at the Opening Conference. I presented my credentials to and and informed them that this was an EPA inspection to determine compliance with the Clean Water Act (CWA). The scope of the inspection is a full compliance evaluation. FACILITY DESCRIPTION The unpermitted facility is a broiler operation and has barns. The facility can typically grow the birds to 37 days. The farm stocks 20,000 chickens per house for a total of 200,000 birds. The chickens are fed a corn-soy based diet. After the flock reaches maturity, they are removed and sold. The operator will de- cake and windrow 1-2 times a year. Waste litter logged and transferred offsite to a 3rd party. Mortalities are composted in a litter barn. Mortalities occur at a rate of 7500 per month and are composted in the litter barn within 24 hours. The facility has a Natural Resource Conservation Service (NRCS) approved Nutrient Management Plan (NMP). The facility was within the Watershed. The inspectors exited the facility at 10:52 am. Section II - OBSERVATIONS x Mortalities were not observed outside of containment. x The vegetated buffer between chicken houses 8 and 9 appears to need to be regrown (Photo 1, Appendix 1). x There were signs of track-out at the entrance of the litter barn (Photo 2, Appendix 1). x No broken wooden wall boards were observed on the northern side of the litter barn (Photo 3, Appendix 1). Section III - AREAS OF CONCERN x The contents of the litter barn are vulnerable to precipitation. (Photo 3, Appendix 1) 40 CFR 122.23(b)(7).
