Section I- INTRODUCTION

PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Magda Dallemagne and David Esparza, along with Jenifer Foote, New Mexico Enviromnent Department- Point Source Regulation Section (NMED), Industrial and Stmmwater Team Supervisor, atTived at the City of Farmington Wastewater Treatment Plant (the Facility) at 8:35AM on July 10, 2018, for an unannounced inspection. We met with Dean Roquemore, Operations Manager Large Projects, Monica Peterson, Assistant Project Manager, and Mr. Jacob Smith, Water Operator. I presented my credentials to Mr. Roquemore and informed him that this was an EPA inspection to detetmine the Facility's compliance with the facility's National Pollution Discharge Elimination System (NPDES) permit, NM0020583. The scope of the inspection is to evaluate the compliance of the facility's laboratory and sampling with its NPDES operating permit. Separate inspections were conducted to observe the Facility's operations to determine compliance with the NPDES permit and an NPDES- Stmmwater inspection in conjunction with this site visit, by David Esparza and Jenifer Foote, respectively.
FACILITY DESCRIPTION
The Facility laboratory is not accredited under National or Private programs. There is one supervising laboratory manager with two supporting technicians. The laboratory perfmms pH, 5 Day Carbonaceous Biochemical Oxygen Demand (CBODs), Total Suspended Solids (TSS), Total Dissolved Solids (TDS), Chlorine, and Fecal Colifotm (E. coli) testing under their NPDES operating permit, the remaining required testing is sampled on site and sent to a contract laboratory, Sea Crest, to satisfy the permit requirements.
Section II - OBSERVATIONS
The inspector discussed the operations and management of the laboratory and observed as the technician walked them through the processes for testing and sampling as per the NPDES permit.
The following observations were made. I. An alternate method was used for the TSS testing, the laboratory is using a shake and pour method instead of the approved stir and pipette method. The laboratory has a letter from the EPA giving permission to use this alternate method, however the Facility has not been performing yearly quality assurance (QA) testing between the two methods. 2. The temperature of the instruments/equipment is recorded at the beginning of day and end of day. No additional temperature readings are recorded when samples are placed into the instruments/equipment or taken out.
