Pflug Carcinogens Task Force Report to E & R and M & S Subcommittees We have reviewed the subject report and are in general agreement with it s contents except fo r the recommended stra te g y tim etable. BEPE cannot agree to elim inate asbestos, selected chromium compounds and benzene by Job #1, 1989. Such a commitment has fa r reaching headoount and expenditure ra m ificatio n s. For example, we have estimated th at 7*5 man years and over $200K would be required to in v e stig a te , t e s t and approve asbestos substitutes in se a le rs aid adhesives. There are no known su itab le su b stitu tes fo r the chromates used in primer paints and the tim etable and expenditures required to develop su b stitu tes cannot be quantified a t th is tim e. In view of the current budget lim ita tio n s we may be unable to comply with CEPL #10 which puts fo rth a goal o f elim inating asbestos in newly designed components while avoiding the commitment to a s t r i c t tim etable. We do agree that where elim ination cannot be contained, design, process and exposure controls must continue. I t should be noted th at BEPE did not p a rticip a te in the c la s s ific a t io n of asbestos m aterials in to the A , B and C groups shown on page 9f . Most of our sea le r and adhesive ap p lication s require considerable development and long term t e s t programs before su itab le su b stitu tes can be id e n tifie d .
