This report is based on information supplied by the facility representatives, inspector observations, port related facilities, and records including photographs taken, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the EPA during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. They generally bring food pallets out to the ships using their small boats. They also take APHIS regulated garbage and various scrap metals, such as cylinder linings, off these ships and bring them to shore. They have appointed truck companies that take these materials from GTR within 24 hours of arrival at the dock. They do not have a MARPOL COA. Area of Concern No Page 3 of 5 SECTION II - OBSERVATIONS Tenant: GTR Launch Service, LLC Section: 2.1 Date: 04/17/24, 11:00 AM Contains AOC: No Contains CBI: No Lead Inspector: Cameron Tanaka Attendees: Jacob Takeg (no role listed) GTR Launch Service, LLC (GTR) is a launching company for the shipping industry. They provide supplies including groceries to ships and bring back APHIS regulated garbage and operational waste, including oily rags, from ships using two barges. They also receive cylinder lining which is recycled as scrap metal. Appointed disposal companies such as Environmental Response Services, Triangle Waste Management, and ACCP, Inc. remove these wastes directly from GTR's barges. GTR holds these wastes on the barges for about 24 hours maximum until the disposal companies arrive to transport them off site. All maintenance for GTR is performed by a third party (Bumper to Bumper) who also removes used oil directly from the barges. GTR does not store any waste on site. Any used batteries they generate are sent back to the manufacturer immediately. If GTR generated any waste paint, Mr. Takeg indicated that he would bring it to the paint shop where the paint is sold. Mr. Takeg explained that to his knowledge GTR does not have a MARPOL COA or an EPA ID number. The inspection team did not observe any apparent AOCs at the time of the inspection. A closing conference was conducted at approximately 11:35 AM with Mr. Takeg. Page 4 of 5 SECTION III - RECORDS REVIEW No RCRA regulated records reviewed during this focused onsite inspection. SECTION IV - APPARENT AREAS OF CONCERN The presentation of Area(s) of Concern does not constitute a formal compliance determination or violation. GTR did not have any Areas of Concern. SECTION V - FOLLOW UP Follow-Up Any facility follow-up items are as discussed in each facility's observations in Section II.
