EFFECTO ENAMEL BASES FILES M-F-M-22 SUPP. 3 GOODS s SEE BELOW (U.S. & CANADA) At the Managers' Meeting held March 22-23 1961, Effecto Enamel Bases were adopted. The codes and weights per gallon are indicated below? Light Base No. 1175, EL175 - 9 lbs, 11 oz. per U.S Gallon 11 lbs, 10 oz. per Imp Gallon Deep Base No. 1190, E1190 - 9 lbs. 11 oz. per TJ.S Gallon 11 lbs. 10 oz. per Imp Gallon Because Effecto Enamel is claimed to be free of lead pigments and safe for use on children's furniture, Effecto Bases must be combined with lead-free colorants to insure this end result. All P.&L. Machine System Colorants are'lead-free, but this .is not true of P.&L. Tube System Colorants. There are also limitations bn the color permanence of certain Calibrated Colors made from Tube Colorants. The directions for using Effecto Bases spell out these limitations as follows? "All Calibrated Colors made with P.&L. Machine System Colorants and Effecto Enamel Bases are suitable for interior use and are free from lead pigments. On exterior or marine surfaces, use only those colors specifically recommended". (NOTE? Recommended exterior and marine colors are those designated by a dagger in the Machine System Color Books and also in the brochure, P.&L. Machine System of Calibrated Colors. There are Lp.8 daggered colors and they include the 295 colors that are also starred.) "In the P.&L. Tube System, only Calibrated Colors especially designated should be made with P&L Tube Colorants and Effecto Enamel Bases. These designated colors are free from lead pigments and are recommended for interior, ex terior, and marine use" (NOTE? Acceptable Calibrated Colors are designated by a dagger in the latest issue of the TBS Color Deck. There are 67 daggered colors.) The P.&L. Tube System Calibrated Colors that contain lead pigments are listed in the attached table. Those which weather satisfactorily when made from Effecto Bases are indicated by the letter "E". In other words, "E" colors can be used on exterior and marine surfaces, where lead content is no problem to the user.
