Thanks very much for your letter of January 16th concerning the problems of mass testing of urines for lead. We.expect to be calling together a small group of experts in this field to discuss the program here in New York City and I shall call to^their attention the comments you have made. I do recall that the word "appropriate" before urine testing was added at the
, time of the Governing. Council discussion of this resolution--and imagine it -^as because of some of the difficulties you've mentioned that this qualification was added.
