Riverstone Energy LLC/Wewoka Inspection Date: 03/16/2021
Section I - INTRODUCTION Purpose of inspection EPA Region 6 inspector Kent Sanborn arrived at the Riverstone Energy, LLC oil and gas facility at 5:20 pm on 03/16/2021 for an inspection of a reported discharge of brine and oil. The inspection was conducted at the request of Jeff Krebs, District Manager of the Ada District for the Oklahoma Corporation Commission (OCC). I met with the company representative, the OCC, and EPA's START oil spill contract employees at the beginning of the inspection. Prior to the site assessment, I discussed clean-up efforts so far, with the operator and Jeff Krebbs of OCC. The scope of the inspection was conducted under the authority of the Clean Water Act (CWA) to assess a reported spill from the oil and gas facility and assess impacts of nearby water resources under the CWA.
Facility Description The facility was a tank battery and associated flow line to a producing well located just a few hundred yards from the battery. The flow line broke on the creek bank and ran directly to the creek. The facility was located just east of Wewoka, Oklahoma.
Section II - OBSERVATIONS I had the following observations during the inspection: No measures were taken to control the downstream movement of brine. Several oil booms were in place about 2 miles north in the fast-flowing creek. All the pollution control measures were in between the flow line and the point of entry to the creek. Brine was only seen in small sections of the creek. Oil present as a sheen in multiple places in the creek as well.

The tank battery appeared to have been a source for brine discharge in the past based on surface observations and inadequate secondary containment.
