D, C, 20009 (202) 483-8126 August 9, 1974 To: Subject Technical Task Group on Vinyl Chloride Research Dow Cytogenetic Studies on Industrial BIO-Test Rats Gentlemen: At the January 30, 1974 meeting of the Research Coordinators that body approved the request of Dow that appropriate bone marrow specimens from the experimental animals be made available to Dow for cytogenetic studies. Special handling and preparation costs incurred by IBT, and all costs of processing and evaluating the specimens, would be borne by Dow, which would be authorized to negotiate directly with IBT with respect to detailed arrangements. Upon completion of their studies, their results would be made available to the sponsors, and would be released for publication in the manner provided for the basic study. The importance of this cytogenetic study is emphasized now that allegations are being made of increased incidence of chromo somal aberrations among vinyl chloride workers. Specifically, Dow now asks that IBT be authorized to sacri fice five rats of each sex from each of the experimental groups TE-I, TE-II, and TE-III, and the control group (forty rats in all). As the method of sacrifice required for this study will limit the usefulness of certain tissues for the purposes of the basic study, and as these animals could then no longer be treated, statistically, as members of the experimental group to which they were originally assigned, some loss of statistical confidence in the results of the original experiment must be recognized. The added value of the cyto genetic studies, in the opinion of the Research Coordinators, far outweighs this consideration. As the rats must be sacrificed during the period of their exposure regime (which ends September 10), the decision made by the Research Coordinators must be acted on by the full TTGVCR promptly.
