SCOPE This standard defines the requirements for handling, disposing and monitoring asbestos and asbestos-containing material. II. DEFINITIONS ASBESTOS CONTAINING - Material containing more than 0.1 percent by weight of asbestos must be handled as asbestos. FRIABLE - Any material when broken, crushed, or pulverized releases asbestos fibers. DEMOLITION - The wrecking or taking out of any load supporting structural member and any related razing, removing or stripping of asbestos. EMPLOYEE EXPOSURE - Exposure to airborne fibers that would occur if the employee were not using respiratory protective equipment. EXCURSION LIMIT - No employee shall be exposed to an airborne concentration of asbestos in excess of 1.0 fibers per cubic centimeter of air as averaged over a sampling period of 30 minutes. PERMISSIBLE EXPOSURE LIMIT (PEL) - No employee shall be exposed to an airborne concentration of asbestos in excess of 0.2 fibers per cubic centimeters of air as an eight-hour, time-weighted average (8-hr. TWA). PLANNED RENOVATION - Renovation operation in which the amount of friable asbestos material that will be removed or stripped within a given period of time can be predicted. Individual, non-scheduled operations are included if a number of such operations can be predicted (i.e., leaking valves). PUBLIC BUILDINGS - All buildings "capable of public occupancy" except for "those buildings or portions of buildings to which all access is strictly and entirely controlled or prohibited because of processes or functions ST0408231 dangerous to human health or safety..." * REPORTABLE ASBESTOS WORK - All projects involving demolition, renovation, or work in public buildings. III. PROCEDURES A. TRAINING * All employees who handle asbestos must be trained before initial assignment and annually thereafter in a manner the employee is able to understand. A generic IPT asbestos training module is available through the Safety Department. The training program must include the following items: 1. The health effects associated with asbestos and the relationship between smoking and exposure to asbestos in producing lung cancer. Information on Smoking Cessation Programs must be made available. 2. The purpose and description of the medical surveillance program required by the OSHA standard. 3. The purpose, proper use and limitations of respirators and protective clothing. 4. The methods and procedures for identifying asbestos. 5. A review of the OSHA asbestos standard including appendices. 6. The location, quantity, manner of use, release and storage of materials that could result in exposure to asbestos. 7. The engineering controls, work practices and procedures associated with specific job assignments. These must include but are not limited to the labeling requirements, clean-up, renovation, demolition, and disposal of asbestos. B. ASBESTOS INVENTORY 1. All buildings and process areas must be inspected to determine the presence or absence of asbestoscontaining materials. 2. An inventory of all asbestos-containing materials must be prepared and maintained. These records must be maintained until the asbestos-containing materials are removed. 3. All asbestos-containing materials must be inspected semi-annually for deterioration. If deterioration if found, the material must be repaired or removed. C. DEMOLITION OR RENOVATION 1. It is the responsibility of the Owner/Project Supervisor to contact Environmental Services 8T0408232 ST0408232 (ph. 2414) a minimum of 25 days prior to the start of any reportable asbestos work involving demolition or planned renovation. 2. Contact the Paint & Insulation Department (ph. 4636) for assistance in assessing asbestos work. 3. There are additional licensing requirements for work in "Public Buildings." D. ASBESTOS WASTE DISPOSAL All asbestos and asbestos-containing material must be disposed of per Environmental Standard ES-314. E. USE OF ASBESTOS CONTAINING MATERIALS Major manager approval is required when using asbestos materials if a suitable alternate is known. F. ASBESTOS JOB MINIMUM REQUIREMENTS 1. All jobs involving asbestos or asbestos-containing material must have a written job procedure. The asbestos minimum requirements included in the Texas Operations Asbestos Handbook must be maintained in the writing of these job procedures. 2. On specific repetitive jobs where engineering and/or work practice controls are in place and representative personnel monitoring has shown what the potential asbestos exposure levels are consistently below 0.1 fiber/cc as an 8 hour TWA, or short-term exposure below 1.0 fiber/cc averaged over a period of 30 minutes, a specific procedure approved by the safety director, Industrial Hygiene Services, and the department head can be written specifying the job requirements. 3.
