There was no facility representative present at the time of the inspection. This was an EPA follow-up inspection in response to a National Response Center Spill Report (NRC# 1337567) which was received by EPA Region 6. EPA Inspector, Matthew Allen, previously conducted a spill inspection at the same location on 06/01/2022. The inspection was conducted by the authority of the Clean Water Act to determine compliance with Environmental Protection Agency (EPA) regulations. Carl Wills was the lead inspector during the inspection. FACILITY DESCRIPTION EPA conducted a follow-up inspection beginning on the McCann Resources, Inc, Dixon-Rock Lease, where a 2-inch diameter poly flowline carrying produced water (brine) and oil pulled apart at a collar releasing produced water and oil onto the land. The produced water and oil flowed northwest into a nearby unnamed tributary of the Caney River/Hulah Lake. This flowline carried produced fluids from the Dixon-Rock tank battery to the Bowring Lease tank battery. The Dixon-Rock Lease was located west of Bowring, Oklahoma, in Osage County. Section II - OBSERVATIONS I observed the Release Point (GPS 36.893911, -96.126546) of the spill as seen in photo No. 1 of Appendix 1 (photo log). I observed oil-stained vegetation present in the area surrounding the release point as well as disturbed soil, which was mostly free from oil staining, this was evidence of recent efforts to clean the flowpath of the spill. I observed a "background" Total Dissolved Solids (TDS) field of 124.8 mg/L approximately 25 feet upstream from the Point of Entry (POE) in a pool of water which was not impacted by the spill, this observation is documented in photo No. 2. I observed the POE (GPS 36.893981, -96.126726) into the main channel of the impacted tributary. I observed a TDS field reading of 127.6 mg/L at the POE which is documented in photo No. 3. Continuing downstream from the POE, I observed an elevated TDS field reading of 403.0 mg/L at (GPS 36.895229, -96.125882 which is documented in photo No. 4. I observed an elevated TDS field reading of 423.1 mg/L at (GPS 36.896307, -96.125445) which is documented in photo No. 5. I observed an elevated TDS field reading of 473 mg/L and significant oil staining at (GPS 36.898963, - 96.124948) these observations are documented in photos No. 7, 8 and 9. I observed oil stains on the vegetation along the top edge of the tributary's banks which indicated the high flow level mark of the 2 McCann Resources, Inc. / Dixon-Rock Lease Inspection Date 06/09/2022 tributary during recent rainfall events. This period of high flow and high-water level occurred while oil was present on the surface of the water. I observed dead grass and charred vegetation at (GPS 36.899088, -96.124947) along the banks of the tributary which indicated oil or oil-stained vegetation had been burned at the location, these observations are documented in photo. No 10. At the same location, I observed a backhoe which had been used to place a temporary containment dam across the impacted tributary. I also observed an oil absorbent containment boom laying near the impacted tributary. I observed a floating, oil absorbent containment boom and a small amount of oil on the surface of the impacted tributary, these observations are documented in photo No. 11. Observations from photo No. 10 and 11 were all at the same location. Approximately .55 miles downstream from the POE, I observed an elevated TDS field reading of 388.1 mg/L (GPS 36.899682, -96.125121) in the main channel of the impacted tributary, which is documented in photo No. 12. This was the location where I last observed spill impacts during the initial spill inspection conducted 06/01/2022. At the same location, I observed the remnants of a temporary containment dam which had been most washed away by recent rainfall events as well as significant oil staining on the vegetation along the banks of the impacted tributary. The remnant of the containment dam and oil staining are documented in photo No. 13. I observed a TDS field reading of 189.0 mg/L at (GPS 36.899972, -96.124707), which is documented in photo No. 14. At the same location, I observed oil staining on the vegetation along the bank of the impacted tributary, which can be seen in photo No. 15. These observations were made approximately 150 feet downstream from the location where spill impacted were last documented during the initial inspection. Section III - AREAS OF CONCERN EPA Region 6 Inspector noted the primary areas of concern being the removal of small amounts of crude oil still present on the surface of the tributary as well as removal waters with elevated TDS from the tributary. The operator should clean or remove the oil-stained vegetation along the banks of the impacted tributary. A final area of concern is the need to ensure proper cleaning of the flowpath from the release point to the point of entry into the impacted tributary. Section IV - FOLLOW UP No additional information was received by EPA after 06/09/2022.
