October 1963 EDITORIAL HYGIENIC GUIDES In the September issue of Industrial Hygiene Digest the 1963 American Conference of Governmental Industrial Hygienists ACGIH Threshold Limit Values were presented along with a review of available information on TLV's of electromagnetic radiation Bulletin No. 2 in the IHF Chemical- Toxicological Series is in distribu, tion It lists all publications of the American Industrial Hygiene Association AIHA f. INDUSTRIAL HYGIENE FOUNDATION MELLON INSTITUTE 4400 FIFTH AVENUE - PITTSBURGH 13 PA INDUSTRIAL HYGIENE FoundaTION OF AMERICA INC MINUTES MEETING OF MEMBERS Pittsburgh Pennsylvania October 23 1963 The Annual Meeting of the Members of the Industrial Hygiene Foundation of America Inc. was held at Mellon Institute Pittsburgh Pennsylvania on Wednesday October 23 1963 at 4:30 p.m. pursuant to notice Dr. Blaine B. Wescott Chairman of the Board of Trustees presided Mr. T. C. Waters who had been previously appointed by the Chairman to examine the proxies reported that there 151 were companies represented by proxies that were in proper form and fully executed On motion made and seconded the proxies were approved The member companies represented by proxy or in person constituted a quorum A list of the member com- panies represented by proxies and a copy of the notice of the meeting and proxy sent to all mem bers of the Corporation are on file in the Minute Book Since there were no objections or correction to the minutes which were mailed to all member companies following the October 25 1962 meeting a motion was passed to dispense with the reading of the minutes The Chairman stated that the Minute Book was available and open at the meeting for inspection by members - Dr. Wescott read following statement in memory of Dr. William P. Yant - In Memory of William Parks Yant -- _ Industrial Hygiene Foundation 1935 - 1963 f Central Hospital Parks 7 William Yant died at Grand New York City at 5:30 5:30 p.m. | Tuesday January 29 1963. For many years he had served as Research Consultant to . the President of the Mine Safety Appliances Company he also served as a member of the Research Advisory Council and Toxicological Committee of the Industrial . Hygiene Foundation of America Inc since the organization of the Foundation in 1935 - he served as a faithful member of the Board of Trustees and succeeded to become Chair- man of the Board of Trustees from 1958-1961 Dr. Yant was a pioneer and internationally recognized authority in the field of ' industrial hygiene he participated in the formation of the Industrial Hygiene Foundation of America Inc. and made unlimited contributions of his time energy and experience to the progress of the Foundation His a dominant element in the Foundation's Foundation's strong personal achievements concern for the Foundation was " | His interest in industrial hygiene has been ascribed to his concern for any activity which would lead to greater health comfort and safety for human beings His plans were large and as a result millions of workers in industry have benefited by his untiring efforts to safeguard their health 1 se ewe 7 eee oe | | | Dr. Yant received many honors in the distinguished service that he rendered to science He served as chairman and councilor of various committees and sec- tions devoted to his primary interest He was married in 1933 to Elizabeth M. Grossman and is survived by three children William Parks Jr. a student at Ohio Northern University Mrs. Gretchen Elizabeth Robinson of Ada Ohio and Susan Jane a student at Pennsylvania State University and one grandchild His home was in Murrysville Pennsylvania His services have extended to all member companies and he has always discharged responsibilities assigned to him with exceptional ability rugged honesty and fidelity to the welfare of this Foundation and to industry In his relationship with members he has been an esteemed and valued personal friend and able busi- ness associate His humility character and attractive personality won for him the respect and affectionate regard of all with whom he came in contact and it may well be said of him that he devoted his life and talents the protection against illness of others and control and correction of industrial hazards to enable his fellow men - ~ have better and safer conditions under which to perform their daily tasks Co - a ae of It is therefore fitting that we should record recognition our distin- guished fellow member regret with heartfelt sorrow his loss and commend his high character and kindly demeanor as an ideal of personal conduct and as an ex~ ample to his fellowman . F. Hatch to submit his report as Treasurer of the Foundation Mr. Hatch summarized the financial statement pointing out that by using actual fig- ures to September 30 and estimating to December 31 we expect to end the year 1963 with total cash and savings of about 89,965,08 89,965,08 89,965,08 and will have an estimated excess expense over income of . 13,073 073.65 073.65 With regard to membership in 1963 five companies joined the Foundation one mem- ber increased their dues and nine members resigned thus leaving us with a decrease in dues of 1,225.00 as of September 30. Based anticipated income and expense for 1964 we propose a total budget of 180,500.00 180,500.00 Because of several contracts with the National Institutes of Health which are conducted through Mellon Institute the Foundation will receive salary credits amount- amount- ing to about 39,000.00 39,000.00 39,000.00 Mr. Hatch moved that a contract be approved for 1964 between Melion ( Institute and Industrial Hygiene Foundation in in the sum of 139,000.00 139,000.00 139,00.0 covering the major the cost of operation of the Foundation during the year 1964. The Chairman explained that the Foundation since its inception has received continu- ous financial support from Mellon Institute From 1935 until 1958 this amount was significantly higher than at present but a review of experience indicates that an average grant of about 30.000.00 30.000.00 has been made to the Foundation each year since 1958. Organization Industrial Hygiene Foundation of America Inc. is a profit research association of industries for advancing industrial hygiene and occupational health improving working con- ditions and bettering human relations An independent research fellowship at Mellon Institute Pittsburgh IHF is made up of almost 400 member companies These companies manage the Foundation under a constitution and Code of Regulations by means of a Board of Trustees The Trustees are drawn chiefly from industrial management of the membership but include repre- sentatives from universities as shown in the program for the Annual Meeting this year The work of the Foundation is carried on by a Managing Director and staff consultants and com- | mittees Toxicological Engineering Legal Medical and Nursing II Functions .
