A-G gust 5, 1957 Dear Sir: Reference is made to telephone conversation of August 1 between your Mr. Haninger and our Mr. Anderson at which time ICC Special Permit No. 1899 was assigned to the Monsanto Chemical Company, Springfield, Massachusetts authorizing the transportation of vinyl chloride, inhibited, in Specification ICC-105A300-W tank cars which are not equipped with check valves as currently required by Note 9 of section 73.314(a) of I.C.C. Regulations. The subject tank cars were approved by the Tank Car Committee of the Association of American Railroads for vinyl chloride, inhibited, service on AAR Applications 6659, Rev. A, and 6660, Rev. A, dated November 7, 1952, at which time ICC Regulations did not require that the interior pipes of loading and unloading valves be equipped with excess flow valves of approved design. Inasmuch as the shipper has been unable to shop the subject tank cars to make required alterations, it is respectfully recommended that the following suggested special permit be issued for a period of five months, after which time the tank cars will be equipped in accord ance with the requirements of Note 9 of section 73`314(a) of ICC Regu lations: The Monsanto Chemical Company, Springfield, Mass, is hereby /authorized to ship vinyl chloride, inhibited, in Specification ICC-IO5A3OO-W tank cars with reporting marks M0NX-1050 thru M0NX-1056, approved by AAR Applications 6659, Rev. A, and 6660, I/ Rev. A, dated 11-7-52, which tank cars are not equipped with excess flow valves as required by Note 9 of section 73314(a) of Interstate Commerce Commission Regulations. Shipping orders, bills of lading, or other shipping papers covering each shipment under this permit shall bear the notation "ICC Special Permit No. 1899" following the description of the commodity and the placard notation. In addition, each tank shall be stencilled near the other prescribed markings "ICC Special Permit No. 1899". This permit does not relieve the shipper from compliance \ with any requirement of the I.C.C. Regulations except as expressly \ provided herein. \ -2- Mr. C. W.
