Stolberg SUBJECT: OSHA revisions of the Asbestos Standard, 29 CFR 1910.93a Mr. Harry Gilbert, Project Officer, Office of Standards, OSHA, indicated at a Washington, D. C. meeting with the Asbestos Information Asssociation (AXA) that amendments to the standard will be proposed on or about November 1 and a new standard probably would become effective in June, 1975. See Attachment I for a report of this meeting. Recently I received an inquiry from Mr. Robert H. Mereness, executive director of AIA, regarding whether or not MVMA had submitted comments regarding new amendments. He indicated that OSHA had contacted their association for recommendations and these were submitted July 15. I requested a copy of the AIA recommendations to OSHA and he agreed to provide this material. Mr. Mereness felt that a proposed standard would be promulgated before the end of this year by OSHA. See Attachment II for background concerning the AIA Committee membership and recommendations. Mr. Mereness represents a friction materials manufacturer and questioned if some of MVMA's member companies did not also have similar operations. He was concerned about the Union's recommendations for a zero asbestos fiber limit and the findings of a study reported by Dr. Selikoff's colleagues, "Asbestos Exposure During Brake Lining Maintenance and Repair" Arthur N. Rohl, PhD. et al presented as paper number 223 at the 1974 AIHA conference. I asked Mr. Mereness if OSHA was familiar with the activity of ASTM Committee E-34, Task Group on Naturally Occurring Inorganic fibers (Action S74-564).
