I have asked Marsh & McLennan to try and obtain for me, and we will pass copies on to you, the State Board reports indicating the severe dust problems at Libby. The interpretation of the Montana Compensation Act in regard to apportion ment and Second Injury Fund seems to leave the whole Welch claim in our laps.
