OPENING OF MEETING AND SELF INTRODUCTIONS Mr. Krause, Committee Chair, welcomed Mr. Carrico to the Issues Management Committee. Self introductions followed. APPROVAL OF MINUTES OF OCTOBER 21. 1993 MEETING Mr. Barish moved that the minutes of the Committee's previous meeting, held October 21, 1993, be approved as submitted. The second to the motion was made by Mr. McCreedy and approved by the committee. III. ISSUES MANAGEMENT UPDATE8 A. Vinvl Institute Group on Recycling - VIGOR On behalf of vinyl Institute Group on Recycling Chairman Bill Carroll, Frank Borrelli updated the IMC members on a variety of VIGOR projects including: the status of the Clearvue loan; the status of the equipment demonstration program at Waste Alternatives at which it is expected that the MSS equipment will be returned? the substantial contributions made by Scott Gabeline of vista to the advanced recycling initiatives of the American Plastics Council; and an update on Envirothene. Mr. Krause commented that the plastics industry is moving toward advanced recycling rather than just mechanical. Mr. Burnett also noted that the focus within plastics recycling is also moving increasingly toward durable products. B. Ad Hoc Pipe Task Force Mr. Barish updated the committee on activities within the Plastic Pipe and Fittings Association in which he is involved. He commented that continued attention is needed to assure that the exising pipe associations do not overlap. He commented that this builds on the findings of the baseline research for the Pipe Resource organization which cited confusion about which organizations represented which segments of the pipe market. He commented that Bob Walker of the Uni-Bell PVC Pipe Association is scheduled to make a presentation at an upcoming meeting of the PPFA's gasketed committee. In response to a cpiestion from Mr. Krause regarding the status of code monitoring/action within the pipe market, Mr. Barish noted that for the plumbing market PPFA continues to be committed to this effort. C. Technical committee Committee Structure: Mr. McCreedy noted that the Technical Committee is now operating with a framework of several "sunset'table" work groups meant to bring together fio w -* w -4 oto> -3- the most appropriate industry representatives to address a specific issue, rather than with a permanent subcommittee structure. Mr. McCreedy noted that two specific items were raised during recent committee discussions, i.e., activity needed to address the 1996 NEC cycle and a decision not to proceed at this time with a proposal on life cycle analyses considered at a recent Technical Committee meeting. Life Cycle Analyses: In response to a need identified by Mr. Krause for material that could be used to be responsive to "The Hidden Costs" (Greenpeace video), Mr. McCreedy asked for a clear definition of the need. He noted that others (including SETAC, MIT, and APC) have some work underway on life cycle analyses. Mr. McCreedy noted that a line item is being retained in the Technical Committee budget to allow for some defined workplan to go forward. Mr. Carrico noted that the recommendation of the Board task group might help refine the approach. Mr. Krause suggested assembling a group to define/refine what is needed in this area. Kansas/Potable Water: Mr. McCreedy updated the group on the potable water issue in Kansas and stated that Dr. Gottesman has been asked to assemble the appropriate information for an official follow up report to the EPA. He further updated the committee on the current position of the Uni-Bell PVC Pipe Association regarding sampling. At the conclusion of the update, Mr. Krause noted that interface with Uni-Bell may be appropriate in/around the time of the next Executive Committee meeting. ChemRisk Report Transmittal: Mr. Burnett updated the committee on the status of the transmittal of the ChemRisk report on "Dioxin Factories..." to EPA, commenting that the full report and appendix information have been transmitted to Mr. Charles Elkins of EPA, who is serving on the Agency task force responsible for hte ongoing reassessment of dioxin. It was further recommended that the PR plan for using the ChemRisk report be held for the present time until the Board-level task force makes its presentation at the March 9 Executive Board meeting. EDC/VCM/PVC Ad Hoc Quality Task Force: Mr. McCreedy reviewed the most recent update provided the EDC/VMC/PVC Quality Task Force on his company's ongoing work in Canada and the continued commitment to keep industry members apprised of the status of testing efforts. He further commented that the members of the task force have R&S 143770 -4- agreed to share any testing protocols developed for use. Mr. McCreedy noted that the Canada testing will be air only. Indoor Air: As follow up to a question/ Mr. Burnett noted that Dr. Fishbein has been asked to review the existing technical paper on indoor air issues and further stated that Len Krauskkopf has volunteered to assist in this effort. Committee members and Ms. Jacobs were asked to transmit any specific questions/topics that should be considered as part of this review to Messrs. McCreedy and Burnett. D. Health. Safety & EmH -rrmmftTvh ffflmnijttaa Mr. Borrelli updated the group on issues discussed at the January 25 Committee meeting, including work underway for a different segment of the plastics industry on VOC emissions. Mr. Borrelli aslo reviewed Committee discussions on reporting practices under the Hazard Communication Standard. Following the report, Mr. Borrelli was asked to have the committee reexamine/update the VI backgrounder on "Community Health Effects." E. Code Monltorinq/Liaison AssigTMnnt The committee reviewed the draft IMC Liaison and Code Monitoring Chart prepared by Mr. Krause and made updates/revisions as noted on the attachment to the minutes of this meeting. As part of this discussion, Mr. Burnett agreed to contact Rich Gottwald regarding th VI interest in the model building code groups, and to check with the Resilient Floor covering Institute for an update on the ALA project on flooring. As part of the discussion on the building code issues, Mr. Burnett noted the coverage in in the most recent issue of Environmental Building News of the environmental issues relative to vinyl. He noted that this story resulted from a series of communications with the editor. IV. COMMON!CATIOMB Edward Howard & Company: Ms. Jacobs recapped activities on behalf of the Vinyl Institute undertaken by Edward Howard & Co. since the last committee meeting, including: IJC related projects (expected to increase with the release of the report and the anticipated marketing of the final report by Greenpeace); the updated directory of recyclers and routine releases on new products of recycled vinyl; and the Partners -j R&S Program. Ms. Jacobs stated that efforts continue to recruit partners from other liaison efforts. In terms of forward planning, Mr. Krause noted that in alternate years to IJC meetings there is a conference ("The State of the Lakes") which could generate additional communications activity. Additionally, the Plastics Summit scheduled for April in Columbus, OH might present some opportunities for positive coverage. Green Seal: Mr. Burnett noted that recent activities by both the Green seal and Green Cross organizations regarding vinyl products. Following a brief discussion, it was agreed that Mr. Burnett should arrange a meeting/discussion with Green Seal to review all environmental issues. International Trade: Mr. Burnett noted that from time to time he continues to be apprised of international trade issues that might be of interest to member companies, but that VI activity has been only to transmit the information. Following a brief discussion, it was agreed that the VI would continue (through SPI) to monitor trade related initiatives and advise the members of items of interest. Membership; Mr. Burnett stated that at the most recent VIGOR committee meeting, a discussion had occurred on the continued membership by the VI in a number of outside organization. Relative to the Plastics Recycling Foundation, it was decided that as the PRF seemed to be restructuring and changing focus that the VI membership should not be renewed. It was further agreed that the COPE membership (Cateogry C) should b retained for the present. Board Level Task Force: Mr. Krause noted that the key issue discussed at the last two meetings of the Issues Management Committee was the issues raised by Greenpeace in various documents and the impact of the anti-chlorine activity on the vinyl industry. He reviewed with the Committee the decision of the Executive Board to form a special Board member task force to develop recommendations and accompanying budget requests for consideration by the full Executive Board at its March meeting. Mr. Krause further noted that he is seeking input from the IMC for this group's efforts. Mr. McCreedy strongly recommended a distribution of the task force deliverables be made in some form to the members of the Executive Board prior to the March meeting (should any vote be anticipated at that meeting) in order to give the Board member the opporutnity to discuss the basic elements/recommendations within their company. Preliminary Budqet/EHC Recommendations for FY 1994-1995: Ms. Jacobs noted that some preliminary thought has been given to R&S 143772 -6- the development of agency input for the VI' s next fiscal year. Although it is not fully developed, she noted that it is based on three major program components: Initiation of a counteroffensive - Promotion of vinyl ecobenefits - Continuation of program support (i.e, VERCE, Partners, Environmental Briefs, etc.) Ms. Jacobs noted that the first two components above have some common needs for both information (such as ecobalance data, economic impact data, environmental performance in production) and tool development (including a revised video and new environmental brochure), and also include the Institute tracking the bulletin boards and developing a slogan. In closing, Ms. Jacobs noted that a more clearly defined program with budget dollar needs, will be forthcoming in the next several weeks. V. FINANCIAL REPORT Mr. Burnett reviewed the current status of expenditures through December 1993 as well as a projection through the end of the current fiscal year. Mr. Burnett noted that the anticipated variance is $77,208. Ms. Jacobs reviewed the figures through the first six months of the fiscal year (total expenditures $260,531) and anticipated seven month final figures of $274,958. VI. NEXT MEETING The next meeting of the IMC will be held March 10 in Cleveland, the day following the meeting of the Executive Board.
