R. Walgren. Also enclosed is a list of standards to yet be developed exclusive of NFPA standards, with which we may be concerned. It is not a complete list. The particular question of participation in standards committees arose from an interest by Iowa Manufacturers Association. They were interested in having industrial participation in standards development. I am sending Mr. Walgren's proposal to you as an interim response and what appears to be an organized way to approach this problem. It must be remembered that our participation in such standards committees is increasingly important because, in time, standards are likely to be developed in most, if not all, of these areas. We ultimately may have to accept those standards as written and our choice is whether or not we wish to participate in their development so that they are most capable of providing effective safety and health to our employees in the most efficient manner. When requested by a State organization such efforts may also be instrumental in whether, or not, the State standards are acceptable to the Federal Government. If at your location you desire to work with a State Compliance and Enforcement Program, as contrasted to Federal Compliance and Enforcement, this effort could be additionally important. WATSON PITTSBURGH OFFICE - 7 November 12, 1971 RE: ALCOA PARTICIPATION IN EXTERNAL STANDARDIZING COMMITTEES You asked for my comments on the Iowa Manufacturers Association's September 24 letter calling for participation on standardizing committees whose standards may ultimately be adopted as part of the Occupational Safety and Health Act. A Davenport note on this letter suggested that.Alcoa may have representatives at the Corporate level engaged in such work. This is certainly so in at least one instance and there are probably others. For example, L. C. Drapela of Pittsburgh Electrical Engineering is chairman of an Illuminating Engineering Society committee assigned to develop lighting standards for aluminum plants. The express purpose of this committee is to establish a standard which will be accepted at the Federal level and which will reduce what we now believe to be an over specification in the Federal requirements. In order to coordinate Alcoa's efforts in such activities, I believe the plants should check with the department head in Pittsburgh who would likely be concerned before accepting committee assignments.
