NARRATIVE The Region 8 (R8) office of the Environmental Protection Agency (EPA) requested multiple facilities be inspected on tribal lands. Eastern Research Group (ERG) under EPA's Contract No. 68HERC21D0007, Task Order 68HERC23F0460, provided assistance to EPA in preparing for, conducting the inspection, and preparing this inspection report. ERG inspected the Rick's Reddy Mart facility in Pine Ridge, South Dakota on April 30, 2024. The facility was last inspected on June 16, 2021. Mr. contract inspector, contacted representative of Lakota Funds, to notify the facility about the inspection. The USTs remained in temporary closure since the previous inspection. The inspection verified compliance with the federal underground storage tank (UST) requirements of Resource Conservation and Recovery Act (RCRA) Subtitle I under 40 CFR Part 280. Upon arrival at the facility, the inspection team briefly observed the UST access ports and surrounding area. Mr. confirmed that the USTs are not in use, and that the store is also not operating. The inspection team opened the UST fill ports on site and manually gauged liquid levels. Mr. took photographs during the inspection. UST System Description The Rick's Reddy Mart facility, located at the intersection of Hwy 18 and Airport Rd in Pine Ridge, SD, has two USTs in temporary closure since 2018, or before. Tank 1 has a 12,000-gallon capacity and is designated for storing unleaded gasoline. Tank 2 has an 8,000-gallon tank that is designated to store diesel. Both tanks are double-walled fiberglass-reinforced plastic (FRP) construction. According to the previous EPA inspection report, the piping for the tanks is also double-walled FRP, with a pressurized dispensing system. The inspection team completed an EPA Region 8 UST Compliance Inspection Checklist for the USTs while on site which is included in Attachment A. Photographs #6 and #7 in Attachment B show an overview of the USTs and the site. UST System Records There were no records available on site during the inspection. Mr. did not receive documents prior to or during the inspection from the facility, so he was unable to review updated records. It is unknown whether documents were available or if they are kept at a separate location. Tank Release Detection No records of tank release detection are available since the last inspection. Piping Release Detection According to the previous EPA inspection report, the tank was installed with pressurized piping, and the piping is of FRP construction. The inspection team was unable to access the pump sumps or the dispensers at the time of the inspection. Rick's Reddy Mart CEI Report 1 June 2024 Spill/Overfill Prevention The fill ports have spill buckets surrounding the pipes, and flapper valves were observed in the drop tubes as shown in Photographs #1 and #5 in Attachment B. The spill bucket for Tank 1 had some debris present at the time of the inspection, and the spill bucket for Tank 2 appeared in good condition. The fill ports had been padlocked at the time of the inspection, and Mr. had the key available for accessing the ports. No records of inspection or testing records for the spill buckets and flapper valves were available. Corrosion Protection The tanks and piping have FRP construction and do not require cathodic protection. Operator Training No records of operator training certification were available for the facility. Walkthrough Inspections No records of monthly or annual walkthrough inspections were available since the last inspection. Financial Assurance No records of financial assurance were available for this facility. Physical Inspection During the site visit, the inspection team observed the spill bucket, fill pipe, and general layout for the USTs at the site. A flapper valve was present in the fill pipes, and the caps on the fill ports were locked. The spill bucket for Tank 1 had some debris present, but otherwise the spill buckets were in good condition. The inspection team was unable to access the dispensers or pump sumps. The inspection team used a manual gauging stick with indicator material while on site to determine liquid levels of water and/or petroleum in the UST. Manual gauging indicated that Tank 1 had approximately 3 inches of fuel product, and Tank 2 had 5.25 inches of fuel product. There was no water present in the USTs (see Photographs #2, #3, and #4, Attachment B). No monitoring wells were observed at the tank field during the inspection.
