Gentlemen:
It is the intention of the Office of Occupational Safety in the near future to require that businesses subject to our regulations ascertain the hazards to their personnel of material used in their establishments. Since it is rather obvious that the source of such information will be the manufacturers of the materials, it seems appropriate to ask the members of the Executive Committee, Chemical Section, for their reactions to the proposal.
The enclosed is a suggested form of data sheet and a suggested form of label for hazard identification. It is not our intention to make either one mandatory although it will be mandatory to have available the type of information indicated on the data sheet. We hope by this means, or something similar, to get it available on a single sheet. The basis for the hazard ratings shown on both the data sheet and the label are shown on the back of the data sheet.
It should be kept in mind that these are intended primarily to concern acute hazards, not effects of chronic exposures and that they are Intended to provide essential information for strictly non-technical people.
We will appreciate any comments which you may care to make.

- Materials which are essentially non-combustible and considered to represent no fire hazard.
- Closed Cup Flash Point above I40F.
- Closed Cup Flash Point below I40F. and above I00F.
- Closed Cup Flash Point below I00F. and boiling point under standard conditions above I00F.
- Flash point below IOOF. and boiling point below I0CF.
Reactivity Grades
Grade 0
- No appreciable self-reaction and chemically unreactive but may be attacked by Grade 4 materials.
Grade 1
- Midly reactive materials, reacting mostly with Grade 4 or capable of self-reaction at low rates and with low heat evolution.
Grade 2
- Reactive with members of Grades J and 4 but not with Grades 0 and 1 or self-reactive If con taminated by on Initiator, The self-reaction may be hazardous.
Grade 3
- Are apt to react with each other with members of Grades 2 and 4, or undergo a hazardous selfreaction ard require special handling to Insure safety in transportation.
Grade 4
- Chemtcals which react with each other and with all other grades. Including Grade 0 or which undergo self-oxidations with explosions or detona tions.
Skin Grades Grade 0 Grade (
Grade 2
- No appreciable damage to the skin.
- Chemicals which, If spilled on the clothing and permitted to remain, wiII cause no more than smarting and reddening of the skin.
- Chemicals which wilt cause smarting and firstdegree burns with short skin exposure and seconddegree burns with long skin exposure.

- Moderately severe skin irri+an+s causing pain and second-degree burns after relatively short contact.
- Severe skin irritants causing second and thirddegree burns on short contact and very injurious to the eyes.

- No likelihood of producing injury.
- Most chemicals having threshold limits above 500 ppm.
- Chemicals having threshold limits of 100 to 500 ppm.
