I (Jack Arias) met with the Environmental Analyst, Mr. Logan Hamilton at the opening conference. I presented my credentials to Mr. Hamilton, the facility representative, and informed him that this was an EPA inspection to determine the facility's compliance with the Clean Water Act (CWA) and the National Pollutant Discharge Elimination System (NPDES) water intakes and discharge regulations. The scope of the inspection included a compliance evaluation of the NPDES permit that includes the 316b cooling water intake structures, discharge processes, effluent limitations, monitoring/sampling requirements, equipment/pipes maintenance, 316b biomonitoring requirements, stormwater pollution prevention plan (SWPP3), SPCC plan, BEPS, record keeping requirements, and facility procedures connected to the permit. Following the opening conference, Mr. Hamilton accompanied me for the entirety of the inspection and gave me a tour of the site in a company vehicle. The closing conference was held with Mr. Hamilton where I informed him of the results and observations of the inspection. FACILITY DESCRIPTION The Sterlington Generating Plant (SGP) is operated under the LPDES issued permit number LA0007579, effective beginning May 27, 2021. The SGP is located in the City of Sterlington, Ouachita Parish, Louisiana. The plant is sited along the east descending bank of the Ouachita River. The plant is bordered by a recreational park to the south and the Entergy-Ouachita Power Plant to the north. A residential area is located to the east of the plant. The main entrance to the plant is a secured gated driveway, located along River Road (west perimeter of the plant). This plant is a 2-unit steam electric generating facility that utilizes natural gas in the production of electricity. Wastewater from this facility is generated through various processes at the plant. The plant footprint encompasses approximately 110 acres that includes an office and service building, control building, chemical/environmental building, several storage areas including a warehouse near the center of the plant, a large tank storage area, transformers/switchyard area and the two-unit areas. Materials stored onsite that have the potential to cause stormwater pollution include lube oil, turbine oil, diesel fuel, fuel oil, sodium hydroxide, sulfuric acid, used oil and kerosene. SGP has nine permitted outfalls (six external outfalls and three internal outfalls). See Photo Nos. 1 - 14 in Appendix 1. Section II - OBSERVATIONS SGP is retiring operations and started cleaning, draining, and removing tanks, and other structures at the facility. SGP has nine permitted outfalls (six external outfalls and three internal outfalls). Six of the nine outfalls include the discharge of stormwater (Outfalls 003, 305, 004, 005, 006, and 007). Description and activity of these outfalls are listed below: Outfall 001: 2 Entergy Louisiana, LLC - Sterlington Generating Plant Inspection Date Thursday 04/24 & 26/2024 This outfall includes an intermittent discharge of cooling tower blowdown from unit 7, dust control and equipment washdown (without soaps and detergents) and decommissioning wastewaters. This outfall is not active. There was no observed flow or discharge at the time of the inspection (see Photo No. 13 in Appendix 1). Outfall 003: This outfall includes an intermittent discharge of low contamination potential storm water runoff from an area located southwest of the generating station administrative building. Outfall 003 is only used during emergency storm events to discharge accumulated stormwater runoff from the western portion of the plant to the Ouachita River. Discharges from this area must be released manually through the opening of hand wheel valves. Discharge area is routinely routed to the Oily Waste Pond that discharges through Outfall 005. This outfall is active. There was no flow or discharge at the time of the inspection (see Photo No. 3 in Appendix 1). Outfall 004: This outfall includes an intermittent discharge of low contamination potential stormwater from an area located west northwest of the generating station administrative building, only used during emergency storm events to discharge accumulated stormwater runoff from the western portion of the plant to the Ouachita River. Discharges from this area must be released manually through the opening of hand wheel valves. This discharge is routinely routed to the Oily Waste Pond that then discharges through Outfall 005. This outfall is active. There was no flow or discharge at the time of the inspection (see Photo No. 14 in Appendix 1). Outfall 005: This outfall includes an intermittent discharge of first flush stormwater from the oil/water separator (Internal Outfall 305) and post first flush stormwater from the main plant area including low volume wastewaters as defined by 40 CFR 423, together with wastewater from boiler blowdown, spent acid, spent caustic, ammonia, and rinse water from demineralizer/regeneration system, laboratory drains, clarifier blowdown, contracted water treatment equipment, and seal water leak off; low contamination potential purged groundwater; maintenance wastewaters, including but limited to, pressure washing of floors, vehicle and building rinse waters (without the use of biodegradable detergents); fire system test wastewater; decommissioning waters; Unit 7 cooling tower drift and minimal flow control valve leakage; previously monitored hydrostatic test wastewater (Internal Outfall 205); and previously monitored metal cleaning and chemical metal cleaning wastewater (Internal Outfall 105). This outfall is not active. There was no flow or discharge at the time of the inspection (See Photo No. 8 in Appendix 1). Internal outfall 105: This outfall includes an intermittent discharge of decommissioning wastewaters and metal cleaning and metal chemical cleaning wastewaters, including but not limited to, chemical cleaning washwater, fireside washwater, and air preheater washwater. This outfall is not active. There was no flow or discharge at the time of the inspection (see Photo No. 10 in Appendix 1). Internal outfall 205: 3 Entergy Louisiana, LLC - Sterlington Generating Plant Inspection Date Thursday 04/24 & 26/2024 This outfall includes an intermittent discharge of hydrostatic test wastewater from hydrostatic tests conducted on various pipes, tanks, vessels, and/or equipment. This outfall is not active. There was no flow or discharge at the time of the inspection (See Photo No. 7 in Appendix 1). Internal outfall 305: This outfall includes an intermittent discharge of first flush stormwater and process water from the main plant area and the switchyard including low volume wastewaters; low contamination potential purged groundwater: miscellaneous non-process wastewaters; fire system test wastewater; decommissioning waters; unit 7 cooling tower drift and minimal flow control valve leakage: previous monitored discharge from internal outfalls 105 and 205. This outfall is not active. There was ot flow or discharge at the time of the inspection (see Photo No. 9 in Appendix 1). Outfall 006: This outfall includes an intermittent discharge flow contamination potential stormwater runoff. This outfall is active. There was no flow or discharge at the time of the inspection (see Photo No. 11 in Appendix 1). Outfall 007: This outfall includes an intermittent discharge of overflow from the stormwater surge pond. This outfall is active. There was no flow or discharge at the time of the inspection (See Photo No. 1 in Appendix 1). Clean Water Act 316b Cooling Water Intake Structures (CWIS): The Sterlington Generating Plant (SGP) is not active or in operation. SGP is retiring operations and stopped intake of river water (see Photo Nos. 2 - 3 in Appendix 1). Cooling Towers Closed-Cycle Recirculating System: The Sterlington Generating Plant (SGP) is not active or in operation. SGP is retiring operations and stopped cooling and combustion activities at the facility (see Photo Nos. 5 - 6 in Appendix 1). Section III - AREAS OF CONCERN The following Areas of Concern were observed during the Inspection and follow-up conversations discussed with the facility: 1. Facility should provide more information about the retiring operations, and cleaning, draining, and removal activities at the facility. 2. Facility should provide information about outfall activity at the facility. 3.
