Since July of 2017,1 am the President of A&M Engineering and Environmental Services, Inc, a small business in Tulsa, OK. A joint venture that we were part of very unfairly received an unsatisfactory rating for Management on project EPS71311, a contract for remediation of heavy metals contaminated mining wastes and soils at the Oronogo-Duenweg Mining Belt Site in Jasper County, Missouri. This rating will effectively eliminate our small business in Oklahoma from not only performing more work for EPA, but other federal agencies as well. The string of emails between myself and the regional Acquisition Manger, Mr. Donald Denno, follows. I request that you read through these emails and initiate a review. There is a very bad situation in Region VII, in which even the F BI is involved. Our firm, although not involved, is being damaged as a result of one rogue federal employee, Mark Doolan. Mr. Doolan has been temporarily reassigned from his duties as the Contracting Officer Representative for this project, and is currently in the Region VII headquarters office, yet his rating of our performance has not been overturned by his superiors.
