Crass, Jr., Acting Secretary H. M. Hooker C. F. Hosford, Jr. W. s. Landes P. T. Sharpies In the absence of the Chairman at the opening of the meeting, Mr. H. L. Derby took the chair temporarily. I. MINUTES of Mgirma The minutes of the September meeting were duly approved as sent to the members. A. Treasurers 'Report. The report of the Treasurer for the period September 1 to September 30, 1944 was reviewed, and On motion, duly made and seconded, it was VOTED: That the report be accpeted and placed on file. The matter of investment of a portion of the treasury surplus was discussed, and it was agreed that this should be placed upon the agenda of the next meeting. B. Business Conditions Report No. 59. Business Conditions Report No. 59 was reviewed. The Secretary advised that a conference had been scheduled later in the month by the Bureau of Labor Statistics to consider amendment of the BIS Wholesale Price Index on Drugs and Riarmaceuticals. An U.C.A. representative will attend this conference. The present drugs price index, which has risen from a January 1939 figure of 77.9 to an August 1944 figure of 220.1 is meaningless and of no practical use because of the substantial weighting accorded ethyl alcohol, which is figured into the index without deduction of the Federal alcohol tax. This tax has been pro gressively raised from $4.50 per gallon of 100$ alcohol in 1938 to $18 in 1944* II. APPOINTMENT OF A SUCCESaOR FOR MR. R. H- ftmuK Note: Mr. Lammot du Font entered the meeting during discussion of this matter and took the chair. As outlined in the Secretary's letter of September 20, Mr. Charles Higgins was unable to accept appointment to the M.C.A. Executive Committee because of con flicting dates of other meetings demanding hie presence. CMA 066563 244 Upon nomination, duly made and seconded, it was voted that Mr. H. I. Young of the American Zinc, Lead St Smelting Company be appointed to membership on the M.C.A. Executive Committee. III. DISPOSITION OF GOVSRNMENT-CWNED SURPLUSES AND RECONVERSION Following discussion of both bills (S. 2051 and H. R. 5125), it was, on motion, duly made and seconded, voted that these bills be referred to the M.C.A. Com mittee on Disposition of Government-Owned plants and Surpluses for study and analysis, with a report to be made to the Executive Committee. f irr > The above two bills were signed by the President on October 4 and are new ^Public Laws No. 458 and 459, respectively. - IV. M.C.A. nnum-TWit ACTIVITIES 1 A. Labels and Precautionary Information C^Htee 1. Report of Caustic Soda Subcommittee. 1 recommended label for caustic soda, caustic potash, and products marketed under proprietary names which contain either caustic soda or caustic potash, has been approved by the L.A.P.I. Camlttee and distributed to member firms. I 2. Report of Subcoma-"-+-- on Classification at Chemicals by Regard. A copy of this comprehensive report waa sent to all member executives on Octo ber 5. i 3. nnUffirrHa Lhaling Conference. Poliowing the Los' Angeles hearing on October 4, a Chemical Industry Committee waa appointed, with Mr. Watson as Chairman, to draft a proposed revision to the proposed "Injurious Substances Safety Orders", dealing with chmlcals and related products. B. Mmabarahip Ccmlttee. The Quaker Oats Coananv. The Committee discussed this application at length, with no definite action being taken, pending receipt of additional information on the scops and volume of its chemical production. At Ur. Merck's request,ths Committee them discussed the general question of membership of firms whose principal activities ere outside of ths chemical field, with possibilities for M.C.A. mmaberahip vested in either e division or subsidiary. C. Report of M.C.A. ritec# on Disposition of Government-Owned Plants and Surpluses* At the Septmbwr 12 meeting, the Secretary was authorised to tranmit the report of the M.C.A. cenmittes os Disposition of Government-Owned plants and Surpluses following clearsneo of certain suggested revisions, to mmber firms, providing military contacts did 'not object to inclusion of estimated plant capacity of cer tain war plants. Inameuch as Cel. Kuhn, CVS Liaison Officer to the Chemical Advisory Committee of the AMB objected te the dissemination of these plant capacities at this tine, the report was net sent eut. In view of the legislation recently signed by the President, the Secretary was instructed to refer the report back te the original committee, calling at tention to Col. Kuhn's position, and requesting that it be given further con sideration, following which a final report he made bselr to the Executive Committee. Due to the recent death of Dr. V. 9. Lendls, ths Chsimin of the Executive Comittee was authorised to appoint a new chairman of the Ccmnittee on Disposition of Government-Owned Plants and Surpluses. CMA 066564 J2 * 7.
