It is obvious that compliance will require many manhours. Except for Baltimore, the first compliance date is Nov. '85. (Baltimore is earlier due to State Req.'s.) While this seems to provide sufficient time for preparations, further study leads to the conclusion that we should be well underway already and that we should have specific plans with intermediate target dates in order to meet the Nov. f 85 date.
